You’ll be joining this exciting journey at the start of our scale-up phase and working with us to hit the ambitious targets our shareholders have set. You’ll become part of a passionate and supportive team in a fast-paced, dynamic and result-driven environment.

About the role

The Senior Programme Manager is responsible for delivering Believ’s public‑sector charging projects through the full B2G end‑to‑end operating model. Reporting to the Head of B2G but line managed by the Senior Project Manager Lead, this role mirrors much of the delivery scope of the Lead, focusing on managing projects through site identification, design, build, energisation and activation, while ensuring consistent governance, quality and predictability across the portfolio.

You will work closely with Account Managers, the Site Selection Team, Build Delivery, Commercial, Legal, Network Operations and external partners to ensure that each project progresses smoothly and efficiently through every stage of the lifecycle.

Key responsibilities

1. Project Delivery Ownership

1. Manage end‑to‑end delivery of public‑sector charging projects from commercial handover through to operational activation.
2. Ensure each project moves through required stages including:Site Selection & FeasibilityHigh‑Level and Detailed DesignInternal & Local Authority approvalsBuild preparation & schedulingEnergisation & activation
3. Identify and resolve blockers relating to design, DNO/ICP requirements, planning constraints, contractor readiness and stakeholder engagement.

2. Collaboration with Account Managers (Buddy Model)

4. Jointly manage Local Authority relationships throughout the project lifecycle.
5. Coordinate communications, approvals, timelines and change requests with Local Authority partners.
6. Co‑lead meetings where design, delivery, cost or programme updates are required.

3. Working with the Site Selection Team

7. Ensure sites are viable, prioritised appropriately and progressed smoothly through feasibility and approval pathways.
8. Integrate site selection outputs seamlessly into planning, design and delivery phases.

4. Cross‑Functional Coordination

9. Work closely with Build Delivery, Commercial, Legal, Network Operations and other internal stakeholders to maintain project momentum.
10. Ensure adherence to standardised workflows, templates and approval gates.
11. Support continuous improvement of the B2G operating model.

5. KPIs & Reporting

12. Maintain accurate, real‑time project data in Sitetracker and Monday.com.
13. Use dashboards to provide visibility of pipeline health, risks, dependencies and key performance indicators.

6. Risk & Stakeholder Management

14. Conduct proactive risk assessment and mitigation across all projects.
15. Manage escalations involving Local Authorities, DNOs/ICPs, contractors and internal teams.
16. Ensure a smooth handover to Network Operations for optimisation of live sites.

Experience

17. Proven track record leading and developing a project delivery team.
18. Experience delivering complex infrastructure or construction projects end‑to‑end.
19. Understanding of public‑sector delivery or similar regulated environments.
20. Strong cross‑functional working ability, bringing clarity in multi‑team delivery models.
21. Comfortable using or improving project management platforms such as Sitetracker or Monday.com.
22. Exceptional communication, stakeholder management and relationship‑building skills.

Location

The business is currently based in our office in Southwark with regional offices in Cardiff and Edinburgh. The position is full time, hybrid with 3 days (Tuesday, Wednesday & Thursday) based in the office. Believ is an equal opportunity employer.
