I am looking for an experienced person but with particular skills around ICT, data management, commercial property software and Income/ Debt. This is a small part of this JD. I could consider bringing someone in on more of a consultancy role specifically in these areas, even part time - it depends who is available and their skills.
1. PURPOSE OF THE JOB:
This is a high profile management level post with a significant impact on the Council's overall financial position and delivery of broader corporate objectives. The purpose of the job is:
1. Develop and manage a team of surveyors and support staff, including experienced chartered surveyors, to deliver complex property projects and transactions. Undertake recruitment and/or commission external surveyors as needed.
2. Handle high value and high profile transactions and Landlord and Tenant cases, including large lettings, rent reviews, lease renewals, and disputes for properties with capital values up to £25m.
3. Oversee the Council's Income and Debt function, managing the Income and Debt officer to ensure rental incomes and arrears are effectively managed.
4. Serve as the Council's leading advisor on key strategies related to the commercial portfolio, including Estates Savings and VCS Lettings Policy.
5. Lead procurement, establishment, and implementation of ICT systems for commercial property management, interfacing with systems like Cedar, and oversee data management and regulatory processes.
6. Ensure staff maintain current knowledge of commercial property markets through training and professional development.
7. Manage project teams across departments and external consultants in delivering property projects.
8. Deputise for senior roles such as the Head of Commercial Estates and Principal Surveyors, including statutory valuation programs, and be qualified as or able to register as an RICS Registered Valuer.
9. Lead efforts related to the development and delivery of the Council's Sustainability and Energy Strategy, including compliance with MEES legislation.
10. Work with senior management to foster a culture of high performance and innovation.
11. Build relationships with other departments, providing professional advice and reporting to various stakeholders, including the Cabinet and Mayor.
12. Manage the VCS property portfolio strategically, including policy review and stakeholder engagement.
Requirements
Candidates should demonstrate the following:
Education and qualifications
* Relevant degree or equivalent
* Member of RICS in Valuation or Commercial Property pathways
* RICS Registered Valuer or ability to become registered
* Commitment to ongoing professional development
Experience
* Extensive commercial asset management experience
* Line management of individuals and small teams
* Experience across various commercial properties and sectors
* Handling complex disputes, including court cases
* Valuation experience aligned with RICS standards
* Experience working in large public organizations
* Managing complex, contentious issues with innovative solutions
* Budget preparation and control
* Reporting to senior management and elected members
