ERTMS Programme Assurance Lead – Rail Freight
Location: Leeds (negotiable)
Salary: Up to £67,000 + benefits
A nationally significant freight programme is driving forward the deployment of ERTMS (European Rail Traffic Management System) across the UK network – and we’re looking for an experienced Programme Assurance Lead to make it happen.
This is a high-profile role at the heart of a complex, multi-stakeholder programme that will transform freight operations through digital signalling, safety, interoperability, and increased capacity. You’ll be steering the assurance strategy that underpins its success – from early design phases through to regulatory approval and safe service entry.
What you’ll be doing:
* Lead on all aspects of safety, technical and regulatory assurance, ensuring robust processes are in place.
* Own the Assurance Framework – covering ESAC, 4-SP, CSM-REA, interoperability regulations and RIS standards.
* Drive approvals for APIS (Authority to Place into Service) and PIU (Putting Into Use).
* Manage regulatory engagement with ORR, Network Rail, AsBo, and delivery partners.
* Oversee hazard management, safety cases, engineering safety plans and risk assessments.
* Provide assurance leadership across suppliers, operators, and stakeholders – influencing at every level.
What we’re looking for:
* Track record in APIS and PIU assurance within complex rail systems.
* Strong knowledge of ERTMS/ETCS deployment and integration.
* Experienced in managing regulatory relationships – ORR, AsBo, DeBo, ApBo, ISA.
* Expertise in CSM-REA and safety engineering.
* A strong collaborator and communicator, confident guiding senior stakeholders.
