JOB SUMMARY
Our ambition is to create a ‘fit for the future’ Strategy, Transformation and Improvement model, able to provide visibility and insights to enable the Federation to make informed decisions, achieve the right balance between operational improvement and strategic transformation, and maximise the impact of programmes.
RESPONSIBILITIES
* Develop and lead the Transformation Management Office (TMO) within the Strategy Transformation and Improvement team.
* Support the review and refresh of the federation strategy.
* Define and quantify strategy success measures.
* Build the strategy roadmap, identifying the major projects that underpin delivery.
* Ensure enabling plans are aligned to the roadmap and form a coherent plan.
* Monitor and evaluate the progress and impact of the strategy, transformation, and improvement portfolio.
* Support work programmes to define outcome and benefits metrics, model expected impact and develop a monitoring framework.
* Track and report progress and impact of all programmes within the Transformation and Improvement portfolio.
* Identify key risks, issues, interdependencies, overlaps and unintended conflicts between programmes and projects.
* Manage the gateway process to ensure that at each stage programmes remain strategically aligned, affordable and feasible.
* Establish and coordinate portfolio management, reporting and governance arrangements that track the efficiency of programme interventions and demonstrate value.
* Provide day‑to‑day management of the TMO and line manage the team.
* Embed a rigorous approach to defining delivery milestones and tracking and reporting within projects, programmes and portfolios.
* Support the development of strategic and business cases, ensuring they meet gateway tests.
* Maintain outcomes, benefits, delivery tracking and reporting systems, escalating issues to the appropriate level.
* Ensure planning, tracking, monitoring and reporting are in line with agreed processes and manage the gateway approval process for all projects.
* Work with analytics teams to build data into the transformation programme dashboard, ensuring dashboards support programme tracking and delivery.
* Identify risks and interdependencies, establish processes to mitigate silo working.
* Support governance and assurance processes for transformation work, providing reports for Programme, Executive and Board Committees.
* Prioritise and re‑prioritise transformation and improvement workloads within available resources, providing innovative solutions to increase productivity.
* Facilitate positive working relationships within the Strategy, Transformation and Improvement team.
* Oversee research, development and audit activities, including horizon scanning and assessment of risk registers.
* Monitor and report on budgets associated with the strategy, transformation and improvement programmes.
* Contribute to the improvement of project management methodologies, tools and documentation, and develop tools, templates and approaches used by the team.

Strategy, Transformation and Improvement Team, Federation and System Managers, Clinicians, Workstream Leads, and Executive PAs.
HOURS OF WORK
This is a full‑time secondment/fixed‑term opportunity. Flexible working arrangements will be considered.
FREEDOM TO ACT
* Represent the Transformation and Improvement Team at identified committees and forums, providing technical and management input.
* Interpret national policy and guidance and translate it into local actions.
WORKING CONDITIONS
Home working and some office‑based work. Must be prepared to use a hot desk when office‑based. Extensive use of display screen equipment. Frequent interruptions and unpredictable work patterns may occur.
