We are recruiting on behalf of our client for two Principle Strategic Planners in the Oxford area. The role is to support the delivery of county-wide priorities and statutory planning requirements through effective input into strategic development sites, Local Plans, Neighbourhood Plans, and other planning documents across the region and in collaboration with neighbouring authorities, as well as regional and national planning bodies. This role acts as the technical lead on strategic planning matters, ensuring policy compliance and high-quality planning outcomes.
Key Responsibilities
Technical Leadership
* Serve as the organisations technical expert on strategic planning.
* Provide professional planning advice to developers, planning authorities, and internal colleagues.
* Ensure infrastructure and services are secured to support proposed development through direct provision or financial contributions.
* Review and quality assure planning policy responses, site appraisals, and technical inputs from the team.
* Supervise and support Strategic Planners in daily tasks and development.
* Embed continuous improvement and knowledge-sharing across the team.
* Represent the organisation at planning forums, committees, and through appropriate communication channels.
Strategic Planning Functions
* Lead engagement with district councils and technical teams on sustainable development strategies.
* Coordinate input into Local Development Plans, Supplementary Planning Documents, and Neighbourhood Plans.
* Maximise opportunities to provide chargeable planning advice during pre-application and application stages, particularly for major development sites.
* Provide specialist advice and training to internal teams on strategic planning matters.
* Act as a key advisor to senior officers, elected members, and programme boards on planning policy and development proposals.
Stakeholder and Relationship Management
* Be the main liaison point with local planning authorities on strategic planning issues.
* Build productive relationships across departments, suppliers, and partners.
* Shape strategic planning priorities in collaboration with stakeholders and in alignment with corporate policy and external legislation.
* Prepare briefings and written reports for internal and external stakeholders, including senior leadership and MPs.
Skills And Experience
* Extensive knowledge and experience in strategic planning and policy development.
* Ability to manage complex relationships and communicate technical advice clearly to diverse audiences.
* Proven ability to provide technical supervision and foster a culture of continuous learning and improvement.
* Experience influencing planning outcomes through local and regional policy input.
* Skilled in stakeholder engagement, negotiation, and cross-organisational collaboration.
