Offer description

£37,020 to £41,227 plus a £2,000 South East allowance per annum (for individuals based at HQ), generous benefits package including excellent pension scheme.

Based at Culham, Oxfordshire* or Calder Bridge, Cumbria (hybrid working)

Permanent, Full-Time (37.5 hours per week)

The Civil Nuclear Constabulary (CNC) is an armed police service dedicated to the nuclear industry. Our vision is to be recognised nationally and internationally as the United Kingdom’s leading organisation for the provision of protective policing for the civil nuclear industry and other critical national infrastructure. Given the critical nature of our work, it’s vital that we recruit skilled and committed professionals to our team.

We’re looking for a Pay and Reward Specialist to ensure the CNC meets all regulatory and employer obligations in the administration of its occupational pension schemes. You’ll deliver efficient, compliant and accurate pension administration; underpinned by clear processes, strong data integrity, effective communication and a developing self‑service culture. You’ll work closely with HR, Finance, Payroll, Pension administrators and external bodies; ensuring that member data, contributions and scheme transactions are correctly managed, reconciled and reported. This role maintains pension governance controls, monitors performance through dashboards and MI, supports system updates, and contributes to the wider Total Reward agenda.

Your specialist expertise will enable the CNC to deliver a high‑quality pension service that supports employee experience and aligns with CNC’s strategic intent.

To be successful in this role you’ll have experience with the key principles of public sector pension schemes, and the different roles involved- a pensions expert; with knowledge of the Regulatory and Compliance landscape for pensions, obligations for the employer and that of the pension administrator. You’ll understand the difference between providing information, guidance and advice on pensions, pension rules, procedures and processes used to administer pensions, and meet employer regulatory obligations.

Your experience will be supported by a CIPD qualification to level 3 Foundation and/or Certificate of Pension Administration (CPA) level 3 and member of the PMI. You will be able to deliver expected stakeholder and member needs in line with the regulatory framework and Service Charter, whilst demonstrating a professional, positive customer focussed approach; tailoring your communication style to meet the stakeholders need. It would be advantageous if you had experience with Oracle Fusion; or were proficient in the use of HR specific IT systems.

This role has been assessed as suitable for hybrid working with a 60% / 40% split of home and office working, details of which will be discussed and agreed with the successful individual.

*Please note that this role will initially be based at our HQ Culham until our relocation to Harwell in Autumn 2026 and the role thereafter will be based at Harwell.

Some of the responsibilities of the role include:

16. Comprehensive understanding of CNC’s occupational pension schemes ensuring effective management of pension contributions and member data which accurately reconciles and complies with our obligations.
17. Ensure technical compliance with Civil Service Pension Scheme Service Charter and particularly ensuring effective stakeholder management between the pension administrators, third party payroll providers and CNC in effectively discharging their respective obligations.
18. Oversee and manage those business process related to the effective and efficient administration of both the CNC’s legacy pension Scheme (UKAEA CPS) and its live Scheme from 1 October 2026, ‘alpha’, reflecting changes between parties to the processes particularly as we move to a self service operating environment.
19. Provide an effective communication structure that promotes member self-service that is up to date providing CNC Members information on pension scheme arrangements, interaction between schemes, and importantly conveying Employee Pension Notices published by the pension administrators which informs both the employer and Members of changes to the scheme rules and time critical updates such as Added Pension deadlines, tax treatment, regulatory changes, Member contributions, etc
20. Work closely and collaboratively with HR Connect in particular to resolve pension queries and requests helping them to develop standard scripted responses which help to promote member self service, developing the members knowledge of the pension scheme (s) and in particular where members have benefits in both. Escalate issue as appropriate.
21. Support HR Connect in providing scheme guidance to Members in support of day-to-day and event triggered administration tasks (for example transfers in/out, retirement, death in service).
22. Work with HR Connect to ensure that the required levels of capability to effectively perform the totality of pension business processes is in place and that the basic pension modules are undertaken for the Civil Service Pension Scheme to provide a foundation level understanding which can be developed.
23. In conjunction with the Senior Pay and Reward Manager continue to explore the use of technology and IA to supporting in particular a developing self-service culture in enhancing CNC members experience.
24. Develop a pension dashboard which provides oversight and assurance to the Senior Specialist Consultant that we are compliant with our employer Service Charter obligations in the Civil Service Pension Scheme Arrangements be it making contribution payments in the requisite timeline or remaining compliant on monthly member interface data, etc.

Knowledge and Experience

Essential:

25. Key principles of public sector pension schemes and different roles involved
26. Awareness of the Regulatory and Compliance landscape for pensions, obligations for the employer and that of the pension administrator.

28. How the role of the pension technical specialist fits particularly within a pay and reward/business strategy and informs culture.

31. Principle benefits of pension schemes, interpretation of rules and documentation and how pension portals and calculator’s work.

33. Communication tools facilitating a self service environment utilising the latest technology including on-line collaborative tools, instant messaging etc
34. Principles of working safely and securely on-line including awareness of cyber-security and specific vulnerabilities to the public sector in a security environment. Equally, data protection.
35. Experience of working within a project environment and managing potential conflicting responsibilities within this area of work.

Desirable:

36. Experience of working for the Public Sector and/or a Police Force and within complex pay governance arrangements including pension administration.
37. CIPD qualified to level 3 Foundation and/or Certificate of Pension Administration (CPA) level 3 and member of the PMI.

47. Proficiency in the use of HR specific IT systems ., Oracle Fusion
