Reporting to the Regional Service Line Leader (RSLL), Real Property Management Services (RPMS), the Technical Specialist, Real Property Management provides expert contract management advice and services in support of the delivery of complex operations and maintenance activities for Client‑Partner facilities.

The incumbent manages and administers complex contracts related to facility management, maintenance, energy management, and minor construction, and/or provides advanced support to regional coordinators. Acting as a technical specialist for Client‑Partners, the role includes reviewing and authorizing change requests that exceed site‑level Delegated Signing Authority (DSA), coaching and mentoring Real Property Management coordinators, and leading monthly teleconference calls.

The Technical Specialist reviews requests above their DSA and provides recommendations to the RSLL, RPMS, contributes to complex national and regional RPMS initiatives, and develops creative solutions to ensure effective service delivery, collaboration, and high‑quality, timely outcomes at the regional level. The incumbent also plays a key role in managing Client‑Partner relationships.


KEY AND PERIODIC ACTIVITIES

The following duties and responsibilities are representative but not all-inclusive.

Primary Responsibilities

* Complete complex real property project work, including providing technical advice and guidance on contract management, asset assessments, lease and land acquisition guidance, technical reviews, and strategic and development plans
* Review, authorize, and/or provide direction on Delegated Signing Authority (DSA) requests related to real property contracts
* Support and oversee the development of complex contracts, including Facilities Management / Inspection Testing Maintenance (ITM) contracts and Energy Performance Contracts, as well as new and replacement contractual requirements
* Research industry trends, standards, and Client‑Partner needs, and develop technical guidance and reference documents
* Support regional and national RPMS initiatives
* Provide peer review of technical documents
* Develop and maintain effective working relationships within DCC, and with industry, Client‑Partners, and other stakeholders
* Ensure quality standards are met in alignment with corporate and Client‑Partner expectations

Other Responsibilities

* Contribute to drafting real property‑related contract communications and policy documents
* Prepare monthly reports and compile real property data for internal use and Client‑Partners
* Support and/or lead business development activities
* Identify, assess, and manage risk
* Perform other duties as assigned


SKILLS

General and Specific Knowledge

* Best practices, methods, trends, and legislation related to real property, land use, facilities management and maintenance, and infrastructure
* Client‑Partner, Public Services and Procurement Canada, and Treasury Board Secretariat policies and procedures
* Project, contract, and risk management principles

Education and Experience

* University degree in engineering, architecture, property management, or a related field
* Minimum of eight (8) years of relevant experience, or an equivalent combination of education and experience


DEVELOPMENT AND LEADERSHIP

* Apply project and risk management techniques effectively
* Write, review, and assess complex technical documents
* Use applicable computer software and operating systems
* Provide functional guidance, advice, and technical direction to colleagues and Client‑Partners


WORKING CONDITIONS

* Typical office environment with occasional travel
* Some work may occur on construction sites; incumbent may occasionally be required to wear basic safety equipment
