We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating with others to drive value for money, and influencing ongoing investment.
Responsibilities include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives within the business case, and managing change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring the programme adheres to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team is responsible for the Digital Strategy and its implementation across E&B, setting the strategic direction for digital services that transform regulation.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape delivery of user-centered online services and digital platforms that are more efficient, simpler, and faster to use.
Experience and Skills Required
Beneficial but not essential:
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order raising experience.
* Experience with business cases, EA and Defra approval routes, and change control processes.
* Experience in digital programmes (helpful but not essential).
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information
You’ll have an incident management objective in your development plan, with support and training provided.
