About the Role:
Our client is seeking a highly motivated and experienced Programme and Procurement Manager to join our team at the Glascoed site. This role is pivotal in delivering key defence programmes while ensuring effective supply chain and procurement strategies that align with project objectives and customer requirements.
You will manage complex programmes and be responsible for procurement strategy, supplier performance, and contract negotiations, contributing to the overall success of product delivery in a high-integrity, safety-critical environment.

Key Responsibilities:
Programme Management
• Lead end-to-end programme delivery, from initiation through to execution and closure, ensuring scope, time, cost, and quality targets are met.
• Engage with internal stakeholders, MOD clients, and cross-functional teams to manage expectations and deliver programme milestones.
• Monitor and report on programme performance, risks, and issues; drive mitigation strategies as required.
• Ensure adherence to BAE Systems’ programme governance and control processes.
Procurement & Supply Chain
• Develop and implement procurement strategies to support programme objectives.
• Manage supplier selection, negotiations, contract management, and performance reviews.
• Collaborate with strategic procurement teams to align with group-wide sourcing strategies.
• Drive cost-saving initiatives, risk reduction, and innovation through supplier engagement.
Leadership & Team Management
• Lead a cross-functional team including project engineers, planners, and commercial specialists.
• Promote a culture of continuous improvement, compliance, and excellence in project and procurement delivery.
• Provide clear direction, support, and performance management to team members.

Essential Skills & Experience:
• Proven experience in programme management within defence, aerospace, manufacturing, or a highly regulated industry.
• Strong procurement and commercial acumen with experience managing contracts and supplier performance.
• Excellent stakeholder management and communication skills.
• Demonstrated ability to lead multi-disciplinary teams in a complex matrix environment.
• Strong understanding of risk, quality, and cost control principles.

Qualifications:
• Degree in Engineering, Business, Supply Chain, or a related field.
• Project Management certification (e.g., APM PMQ, PRINCE2, PMP) preferred.
• CIPS or equivalent procurement qualification is advantageous.

Security Clearance:
Due to the nature of our work, the successful candidate must be able to obtain and maintain SC (Security Check) clearance.
Core Duties
- Manage the source to pay process for the allocated package of activity. This may involve managing a team or may involve leading a strategically important supplier
- Where applicable effectively delegate workload across the team, ensuring priorities are managed.
- Accountable for sourcing, negotiating and contracting activities
- Accountable for order raising, expediting, payment of suppliers and ensuring on time in full deliveries
- Responsible for key supplier performance measures linked to functional and business plan, this includes but not limited to savings and value targets, supplier delivery, supplier quality and Partner to Win
- Demonstrate a good understanding of Company systems, including purchase to pay systems, risk and supplier management tools.
- Support the development and implementation of procurement strategy, governance and innovative change programmes, ensuring consistency and effective improvement in procurement services, embedding a culture of continuous improvement and the sharing of best practices.
- Lead and influence cross-business/cross-functional team(s), providing expertise and delivery of business requirements.
- Manage contracts throughout their life in conjunction with the business.
- Lead and manage the risk and opportunity activities to minimise contractual exposure and maximise contract effectiveness
- Implement and utilise all available tools and techniques, including relevant and applicable KPI’s to ensure effective monitoring of supplier performance and leading any associated improvement plans/good practice share
- Encourage collaboration and innovation.
- Accountable for delivery of capability strategies and frameworks.
- Enable open communication with suppliers to encourage collaboration and innovation where appropriate
- Manage and develop team/s to ensure procurement resources are deployed to be most effective and that talent is managed in line with Functional requirements and changing business needs.
- Ability to deputise for the Senior Leader
- Be seen by internal and external stakeholders as a subject expert for procurement within a business. Role holder will provide expertise, regularly partnering with others to meet strategic goals
