Independent Person and Independent Standards Assessor Basingstoke and Deane Borough Council is seeking to recruit to the roles of Independent Person and Independent Standards Assessor to be involved in the process of dealing with complaints of alleged breaches of the Councillor’s Code of Conduct for the Borough Council and Parish and Town Councils. The role of Independent Person is a requirement of the Localism Act 2011 and they are consulted before a decision is made on a complaint. The Independent Person will also discharge the functions of the Independent Person in the Local Authority (Standing Orders) (England)(Amendment) Regulations 2015 where the Council is considering dismissing its key statutory officers. The role of Independent Standards Assessors is to assist with the determination of complaints made against Councillors and they will also be co-opted members of the Standards Committee of the Council. The appointments will be for 2 years with an option to extend the appointment for a further 2 years (4 years in total). Selection will be by interview conducted by an interview panel consisting of Borough and Parish Councillors. Allowances : Independent Person - £2166 per year Independent Standards Assessor - £723 per year.
