We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and ensure value for money, aligning with the business case.
We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Responsibilities include:
* Understanding financial and economic cases underpinning the programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives within the business case and owning change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring compliance with governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B. You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape digital service delivery, making them more efficient, user-friendly, and faster.
Experience and skills required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order management.
* Experience with business cases, EA and Defra approval processes, and change control.
* Experience in digital programmes is helpful but not essential.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation.
