Summary
This role is pivotal in providing financial advice and support to the Housing, Leisure, and Community Support Services of the Council. The position involves delivering financial information and guidance to key stakeholders, including the Head of Finance, Chief Accountant, Team Heads, and budget holders. The role is essential for ensuring the financial health and strategic planning of the Council's services within the postholder's remit.
Responsibilities
* Oversee budget performance and prepare final accounts for the Housing, Leisure, and Community Support Services.
* Support the development of the Council’s medium-term financial strategy as a financial advisor.
* Represent the Head of Finance at various meetings and committees.
* Prepare revenue estimates and final accounts within approved timelines.
* Generate monthly and quarterly revenue and capital monitoring reports for corporate monitoring.
* Prepare government and statistical returns related to revenue activities.
* Provide financial analysis and advice for service review programs.
* Advise on external funding claims and ensure compliance with auditing conditions.
* Maintain and control the cost coding structure for relevant services.
* Advise on the implications of new legislation and Codes of Practice.
* Monitor and report on administrative and efficiency savings.
* Prepare and advise on financial reports for committees and groups.
* Authorize payment runs, payroll, and BACS files as required.
* Participate in corporate improvement projects and manage staff effectively.

* Experience gained through employment, voluntary work, or other relevant activities.
* Eligibility to work in the United Kingdom.
Requirements
An in-depth knowledge of local government finance and general local government procedures. Relevant staff management experience including the ability to deliver through others. Experience of liaison with budget managers and senior staff. Experience in producing written reports on complex issues tailored to the needs of different audiences. Track record of improving the quality of service to customers. AAT qualified (or higher) with 5 years experience of working in a local authority financial environment.
