Job description
This post provides the opportunity to work in a fast-moving area of work, innovatively using data to contribute directly to effective and fair management of devolved taxes in Wales.
The post is suited to a data analyst who is confident in working with data in varied formats. They will have experience of using Microsoft tools for processing data and preparing and sharing analyses (for example MS SQL server, Office 365, PowerBI) and will be familiar with using the Microsoft Power Platform alongside to collect data from within the organisation and to automate key processes.

Person specification
Develop statistical analyses to support WRA operational and compliance activity for registration and tax services, specifically including:
* a detailed understanding of the underlying data model behind our data holdings, including the existing tax system, third party datasets, and any new systems covering tourist property registration and taxation
* a detailed understanding of our wider data analysis architecture, in conjunction with the team's data manager
* developing skills in key programming languages used in the WRA data team, predominantly Transact SQL coding, Power BI DAX, and Python alongside proficiency in use of Office 365 software
* supporting WRA operational and compliance activity for registration and tax services via analysis of our own data as well as existing and new datasets from other agencies, including
* analysing data from our tax returns to assess for existing or emerging compliance issues for our current tax services
* investigation of the suitability of these third party data, including drafting data access arrangements, and working with the team's data scientist and data manager to extract maximum value from these data, including joining data sources into new datasets
* developing analyses from these third party and joined datasets to check for incorrect or missing data in our existing and new services, for example the registration of tourism accommodation
* building and sharing metrics to assess how new services are developing, including the use of data from our Google Analytics account
* supporting the process for potential publication of information related to new services
* building repeatable processes around these analyses in line with the WRA's data management policy
* maintaining and developing a system of alerts highlighting key inaccuracies in the operational data the WRA receives from taxpayers, registrants and other service users (post-hoc validation)
Use and support for of the Microsoft Power Platform to collect and analyse data for internal use, including:
* developing PowerBI dashboards to securely share results of operational analyses to internal colleagues, providing views of the data at different granularity appropriate to their roles
* developing Powerapps for the collection of structure and controlled data from internal colleagues, including:
* creating, maintaining and developing Powerapps for collection of small volumes of data to support analysis
* creating, maintaining and developing Powerapps that allow registration of our various assets and corporate information, building in automated review cycles
* working with the Dynamics CRM lead developer/functional consultant, ICT infrastructure, information governance and other relevant colleagues in the WRA to ensure:
* appropriate governance of Powerapps and suitable balance between these, custom CRM screens and dedicated apps for data collection
* a formal line of support for data and information related Powerapps
* developing proofs of context around potential use of Powerpages for collection of data from external customers
