Flood Risk Officer | 10752 | Permanent Contract | 37 hours per week | £37,280 to £39,152 per annum (Scale I) | Norfolk / Hybrid

Flood Risk Officer, Waste and Water Services Team

Norfolk faces significant flood risk challenges, with around 37,000 properties at risk of surface water flooding. At Norfolk County Council, we are committed to protecting our communities and infrastructure from the impacts of flooding - and we’re looking for passionate people to help us do it.

This is an exciting opportunity to join our dynamic Flood and Water Team as a Flood Risk Officer. As the Lead Local Flood Authority (LLFA), we play a vital role in shaping development, influencing sustainable drainage, and reducing flood risk across Norfolk. In this role, you’ll be at the forefront of that work—making a real, visible difference every day.

The role

As a valued member of the team, you will:

  • Review Flood Risk Assessments, Drainage Strategies, and other supporting documents, and provide expert advice to Local Planning Authorities (LPAs), by responding to planning consultations for major development.

  • Provide informal advice to LPAs on minor and non-major developments.

  • Deliver specialist, chargeable advice to developers and their project teams via the LLFA Paid Advice Service.

  • Champion sustainable drainage solutions to reduce flood risk.

  • Respond to enquiries and provide appropriate advice and information to the public and private and public bodies, helping communities better understand and manage flood risk.

  • Support colleagues across the wider team when required, particularly in response to flood events.

  • About you

    We are looking for someone who is motivated, curious, and ready to make an impact.

    You will bring:

  • As solid understanding of drainage and flood risk management

  • Ideally, experience with drainage design and GIS software

  • Knowledge of flood risk legislation, national and local policies, and sustainable drainage systems

  • Understanding of planning and environmental management principles

  • Strong analytical skills, with the ability to review technical documents and write clear, concise reports

  • Excellent organisation, attention to detail, and time management

  • Confidence in working with members of the public and external partners, including other public sector organisations.

  • A degree in Environmental Science, drainage, or water management, or a related discipline (or equivalent experience) is essential.
