NHS England - London Region is seeking a Chief Operating Officer to join the Regional Executive Team. This role provides strategic leadership for our work to improve performance standards and services across the health and care system in London, in line with national standards.

Main duties of the job
The post holder will work in partnership with systems and providers to support them in improving performance across standards through coordination of improvement resources. This involves developing strong relationships with NHS providers, Integrated Care Boards (ICBs), and other London partners, as well as national teams in NHS England and the Department for Health and Social Care.
They will lead internal change processes to implement the Model Region blueprint, including a regional role in performance management and oversight. Externally, they will lead initiatives like the Joint Transition Programme, implement the new National Oversight Framework in London, and help remodel our oversight approach to align with the 10 Year Plan.
The role includes coordinating responses to operational issues such as Industrial Action, leading a large Operations directorate dedicated to service improvement across London.

Job responsibilities
The post leads the COO team in London, overseeing operational plans, performance monitoring, and system support to improve quality, cost, and efficiency of care. The COO will support the Regional Director in redefining provider relationships and implementing the NHS operating model, including managing responses to operational incidents like Industrial Action.
The role involves leading the COO directorate, developing credible plans, monitoring performance, and driving continuous improvement in care quality and NHS standards. The post also requires proactively shaping national priorities and support for local systems, and deputising for the Regional Director as needed.

Qualifications
* Educated to master's level or equivalent, or with equivalent senior-level experience in a relevant field.
Experience and Knowledge
* Senior experience working with CEOs, system leaders, and senior figures.
* Experience in reconfiguration programmes and provider regulation.

* Credibility to engage and influence senior stakeholders and build relationships across sectors.
* Leadership development and change management skills, including cultural change.
