Qualifications and relevant training



Essential


Degree or HND level qualification in engineering / built environment, or equivalent experience.

Professional qualification to IEng status or equivalent; or committed and working towards obtaining the qualification in the very near future.


Desirable


Project management qualification (APM, PRINCE2 or similar).

NEC3 / NEC4 ECC Project Manager Accreditation.


Relevant experience



Essential


Experience in the construction sector, or other relevant industry.

Demonstrable experience of managing and administering a variety of infrastructure projects.

Demonstrable experience of managing a budgets, including forecasting and monitoring expenditure.

Experience in managing and administering contracts.

Experience in managing and administering programmes.

Experience in developing project proposals and cost estimates for prospective clients.


Desirable


Experience in managing clients and stakeholders.

Experience in managing a team of people with varied skill sets.

Experience as a ECC Supervisor.

Experience of developing and maintaining systems, processes and procedures.


Skills and specialist knowledge



Essential


Knowledge of the NEC4 Suite of Contracts, primarily the ECC, ECSC and/or PSC.

Knowledge of health, safety and environmental regulations, especially CDM duties and responsibilities.

Knowledge of the Design Manual for Roads & Bridges (DMRB).

Knowledge of procurement policies, regulations and processes.

Very strong IT skills.


Desirable


Ability to develop business systems, processes and procedures.

Purpose of the post

* Ensure that the people of Gwynedd are at the heart of everything we do.
* To manage projects, as directed by the Principal Engineer / Unit Manager, to ensure successful delivery to the specified requirements of the brief provided by the Client in terms of cost, time and quality
* To be active in the development and implementation of project management techniques and systems (e.g. YGC's Project Management Procedure, PRINCE2, the Council's Project Management Handbook etc) that will ensure that the YGC gives full commitment to satisfy Client needs to deliver value for money whilst operating on a commercial basis and adapting itself to compete effectively.
* To be responsible for managing flexible project teams, within the Unit and the Service as a whole, and provide leadership to team members.
* To address all requirements for financial control of projects and provide financial feedback to Principal Engineer / Unit Managers on project and workload issues at regular intervals.
* To perform contractual obligations on construction projects.
* To resolve contractual matters with organisations such as contractors & consultants.
* Review and develop new procedures in accordance with Council policies and procedures as well as national developments.
* To address all National and EU improvement initiatives.
* To fulfil the requirements of health and safety and environmental legislation.
* To develop and maintain technical skills and knowledge required in order to maintain and deliver YGC's core services.


Responsibility for functions

* To aquire and maintain an up to date knowledge of :-

a)Methods of procurement for infrastructure projects

b)Technical standards and developments (including current technology)

c)Professional and statutory responsibilities (including e.g. those under the Health and Safety at Work etc. Act, 1974, Wildlife & Countryside Act 1982, Habit Regulations 1994 and appropriate Regulations e.g. CDM regulations) and of their application relevant to the work and functions being carried out.

* To manage subordinate staff.
* To deputise for the immediate superior.
* Ensure that the YGC meets the requirements of the council.
* To take full responsibility for the financial management of their projects.
* To ensure that all staff timesheets and approvals are completed in accordance with YGC procedures.
* The post holder is expected to comply with the requirements of Health and Safety and to collaborate with YGC's Health and Safety representative.


Main duties

* Development and maintain a practical and professional relationship with clients.
* Responsibility for supervising and controlling the activities of specialist consultants and sub-contractors.
* Undertake 'expert witness' role as required.
* Ensure that YGC's Business Plan is developed and maintained to ensure optimum performance of the unit.
* Assist in the development and maintenance of all YGC document templates and procedures.
* Prepare pre-tender health and safety plans.
* Market the work and abilities of the unit to present clients and to potential future clients
* To manage Level 2+3 projects
* To assist in the management of Level 1 projects
* To be project manager on schemes and to carry out feasibility studies, data collection, preliminary investigations, technical assessment, design, administrative, quality and financial procedures for works to be carried out on behalf of the Client and all activities required by the Client in that role.
* Ensure that projects comply with health and safety and environmental legislation and regulations.
* Prepare project programmes and expenditure forecasts. Monitor and report to Project Director (Principal Engineer / Unit Manager) on actual progress and costs and recommend and take corrective action when necessary.
* The supervision of financial, administrative and technical control of works of construction, investigation, assessment or maintenance executed on behalf of the Client. To assist in the resolution of contractual issues on behalf of clients.
* To undertake the duties required by the CDM Regulations.
* To liaise with Site Supervisors throughout the lifecycle of the project
* Ensure computer systems and software are available and suitable for optimum performance of the unit. Liaise with Systems Team.
* To liaise with other services, other directorates, Council Members, statutory undertakers, other authorities, external organisations, and individuals concerning all aspects of the works
* To supervise and guide the work and development of subordinate staff
* To report to, and receive instructions from senior management
* Other relevant administrative and professional duties commensurate with the seniority of the post.
* Responsibility for self-development.
* Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
* Operate within the Council's policies in relation to equal opportunities and equality.
* Responsible for managing information in accordance with the Council's information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
* Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint.
* Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
* Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused


Special circumstances

* Extensive experience in management of projects, dealing with claims, adjudication or arbitration issues
* To obtain and maintain professional qualifications, training and experience necessary to deliver a professional service to all clients (e.g. C.Eng MICE, MIStructE etc)
* Ability to manage staff and the service in a senior post and within financial and legal restrictions
* Ability to work under pressure. Ability to motivate staff to ensure the success of YGC
* The requirement to work outside office hours at Public Inquiries, consultations, exhibitions and Council meetings and when called out to emergency situations
