As Northern PowerGrid’s expert on Procurement Law and the Utilities Contract Regulations (UCR), this role is accountable for ensuring on-going legal compliance within all Procurement and tendering activity, providing interpretation and guidance to Procurement staff and the wider business. Responsible for establishing and maintaining purchasing related legal and policy compliance monitoring and reporting procedures, including preparation of BHE and executive level reports that highlight breaches and recommend corrective action. Apply now and we’ll be in touch. Key Responsibilities: To ensure all Northern Powergrid Procurement policies, systems and procedures are in compliance with the EU procurement directives. To monitor ongoing compliance with Northern Powergrid and Berkshire Hathaway Energy procurement policies. To ensure that all systems and procedures used by Northern Powergrid enable ethical procurement to be carried out. To carry out reviews of NPg tenders to ensure compliance with policy and procedure prior to being issued to the market, including establishing and delivering related audit programmes. Developing and delivering Procurement process improvement initiatives aimed at maximising NPg purchase related savings potential, such as reducing sole source purchases, maximising bidder participation in tenders, establishing tendering principles to obtain the most economically advantageous tender etc. Key Competencies: Advanced knowledge of the EU Procurement Directive Knowledgeable in procurement systems and procedures High level of literacy –capable of documenting coherent reports, policies and procedures High level of IT literacy – to support IT based procurement systems. Good communication skills – to be able to routinely deal with internal and external peers and carry out training within the business on procurement systems, policies and procedures Advanced reporting and data manipulation Qualifications and Attributes Essential Qualifications & Attributes: MCIPS or working towards MCIPS Knowledge of the EU Procurement Directives Knowledge of the Utilities Contract Regulations 2016 / Procurement Act 2023 Knowledge of procurement and e-tendering systems Experience with tender negotiation Experience with procurement policy & procedural development Understanding of Contract Law Desirable Qualifications & Attributes: Educated to degree level in a relevant subject Achilles Academy Training Experience implementing new operating models.
