Job Description Consultant should assess, for each type of cable, the following with a view to identifying and documenting sources of technical risk to the Project: Manufacturing facilities, capacity and track record for both cable manufacturing and accessory supply. Manufacturing processes, including drawing, stranding, forming, material handling, extrusion, degassing, water blocking, storage, lay-up and armouring, stop/start production process and factory jointing procedures. Raw material procurement process. Quality monitoring including routine and sample testing, and defect/Non-Conformance detection equipment and processes. Engineering methods and capability including software, calculations, standards, and approach to cable and accessory design. Cable system design management process, including the link between design, manufacturing and construction phases. Existing order book and manufacturing availability. Accessories including; joints, terminations, Cable Protection Systems (CPS), dropdown cables (for Inter-Array Cables suppliers), cleats/clamps. Review of designs proposed for supply to the Project. Review of storage facilities. Review process for quality/accuracy of record keeping, level of manufacturing Non- Conformance Reporting (NCR) detail and what information is provided to customers at each stage of the design, manufacturing, execution phases. Process for failure investigation and root cause analysis. Review of continuous/continual improvement and relevant case studies. o Review of sustainability practices and end-of-life product management. o Review of project execution plans including loadout and transportation. o Review of ports, docking and loadout facilities. Jointing, termination and site testing. Detailed review of inspection and test plans, with examples from completed projects. Personnel resources training and experience including design and manufacturing staff and training facilities and procedures for jointers and other personnel for the correct handling and execution of accessories. Relevant type test or prequalification tests and the roadmap for any future tests planned for cables and accessories proposed to the Projects. Review of the cable suppliers’ previous experiences related to Export and Inter-Array cables and specific system voltages of relevance to the Projects. Review of repair/failure/defect rates on past projects. Review of O&M plans, review of cable manufacturers defect levels and historic mean time between failure data and root cause analyses. Review of relevant EPCI project experience, and roles undertaken. Review and comment of cable manufacturers proposed Cable Protection System (CPS) supplier and conduct desktop review of the CPS design management system.
