Overview

Job Description: The Programme Specialist role takes on responsibility for the successful delivery of our circa £100M annual programme of Environmental Enhancement and Flood Protection projects. The role provides oversight for specific project escalation while maintaining a clear view of the overall delivery picture. Data is used to support timely decisions, with the team around them ensuring that no project goes unseen. With recent organisational change the role is critical in developing ways of working to enable effective decision making around the programme.

The role also maintains oversight of team capability in areas such as commercial, carbon and project management. You will work with teams to improve capability, influence, and implement organisational change to delivery processes. There is currently one Programme Specialist role; due to increased workload and capacity constraints, this is temporarily increased to two roles. You will work as a pair to cover the role with agility (not a formal job share).

Team

You will work as part of the Project and Programme Delivery North East Senior Leadership team that oversees a direct team of around 100 staff, with broader oversight within the organisation and through our supply chain.


Responsibilities

* Oversee the delivery of the programme and provide escalation support for specific projects while maintaining visibility of the overall delivery picture.
* Use data to inform timely decisions and coordinate the team to ensure no project goes unseen.
* Develop and implement ways of working to enable effective decision making around the programme.
* Maintain oversight of team capability in areas such as commercial, carbon and project management; drive capability improvements and support organisational change in delivery processes.
* Collaborate with teams to cover increased workload; operate in a paired manner to ensure agile delivery.


Experience / Skills Required

* Ideally with a project management qualification and Chartered membership of a relevant professional body; proven track record of leading people through change and delivering complex programmes in collaboration with others.
* Extensive experience managing complex stakeholders across all levels of an organisation; strong interpersonal, collaboration, influencing and negotiating skills; mentoring ability to support teams.
* Essential areas: project and programme governance with data usage; commercial and contract management; project management of engineering and construction projects.


Role Specific Requirements

* Driving Licence
* Chartered membership of a relevant professional body (e.g., CIWEM, ICE, APM)

Additional Information
