SNR ACCOUNTANT CAPITALS AND PROJECTS
The interview will be a conversation with the Deputy Section 151 Officer and two senior members of the Finance team. It will last approximately one hour and will be held online via Microsoft Teams. You will have the opportunity to discuss your experience, approach and understanding of the role in a relaxed but structured setting.
The following delivery milestones would be expected to be completed over the six-month assignment:
- Establish operational governance arrangements for a new Capital Governance Board.
- Provide support and advice to the Capital Governance Board.
- Undertake a fundamental review of Capital Programme Expenditure and associated Funding streams, to identify opportunities for cost efficiencies, improved project management and forecasting and optimising funding streams.
- Review and strengthen the Capital Strategy, Capital Programme, and inter-relationships with the Treasury Management Strategy.
- Engage with Programme and Project Managers, Finance Business Partnering, Financial Strategy and Corporate Finance Colleagues to establish more robust project management, financial management, reporting, and accounting arrangements.
- Development and delivery of guidance and training to finance and non-finance officers relating to capital expenditure and funding rules and procedures, including contributing to a review of financial regulations.
- Review and develop capital expenditure controls and assessing and implementing de-minimis thresholds.
- Engage with Property colleagues in relation to Asset Rationalisation to develop a pipeline of capital receipts to support delivery of the Council’s Medium Term Financial Strategy.
- Aligning capital budget approvals to monitoring and coding on the balance sheet and implementing in year control procedures.
- Implement quarterly processes for controlling monitoring and accounting for capital receipts and reconciliation to the asset register to determine gains and losses on asset disposal.
- Engagement with property and legal colleagues to ensure whole system controls are in place
