Job Purpose
The Rail Training Manager is responsible for managing the delivery, assurance, and continuous improvement of training and assessment activities across our rail engineering and safety-critical disciplines. The role holder ensures compliance with the
Rail Training Assurance Scheme (RTAS)
,
Sentinel Scheme Rules
, and relevant
Network Rail standards.
2.
Key Responsibilities
Training and Assessment Management
* Ensure all training and assessment is delivered in compliance with the RTAS Rules V2.1, including the use of approved materials and assessment processes.
* Oversee the competence of
Assured Trainers
and
Assured Assessors
, ensuring they meet the occupational and assurance requirements before delivery.
* Manage the provision of training in line with Network Rail competence standards, ensuring records are correctly maintained and uploaded to Sentinel.
* Lead the development and implementation of competence management systems (CMS) to track recertification, mentoring, and upskilling needs.
Compliance and Assurance
* Maintain organisational approval as an
Assured Provider
under RTAS, ensuring all facilities, equipment, and processes meet the requirements of the Assurance Organisation.
* Manage and prepare for scheduled and unannounced
Assurance Visits
, ensuring corrective
Action Plans
are implemented where non-compliances are found.
* Ensure that any suspected breaches of RTAS or Sentinel Scheme Rules are investigated and reported in accordance with formal review processes.
Leadership and Workforce Safety
* Act as the lead contact with Network Rail, Assurance Organisations, and external stakeholders for all training and competence-related matters.
* Provide leadership to trainers and assessors, promoting a culture of safety, compliance, and continuous professional development.
Record Keeping and Systems
* Oversee the management of training and assessment records, ensuring compliance with RTAS requirements for training notifications, electronic signatures, and assessment evidence.
* Ensure Sentinel system records remain current and accurate, including sponsorship agreements, competence renewals, and updates following training delivery.

Key Competencies and Skills
* In-depth knowledge of
RTAS Rules V2.1
and the requirements for Assured Providers, Trainers, and Assessors.
* Strong understanding of the
Sentinel Scheme Rules (V5.1)
and sponsorship responsibilities.
* Detailed knowledge of Network Rail standards relating to training, safety-critical competencies, and assurance processes.
* Proven leadership in training delivery, assurance, and workforce competence management.
* Excellent communication, investigation, and reporting skills, with the ability to engage with Assurance Organisations and Network Rail.
4.
Qualifications and Experience
* Recognised Assured Trainer/Assessor status under RTAS, with active Assured Capabilities.
* Experience in managing a training provider or training function in a safety-critical environment.
* Experience of leading and preparing for RTAS and Sentinel assurance audits.
* Competence in railway safety-critical roles (e.g., PTS, COSS, ES) desirable.
* Management qualification or evidence of leadership competence.

Accountabilities
* Directly accountable to the Managing Director.
* Accountable for ensuring the training provider retains
Assured Provider status
under RTAS.
* Accountable for compliance with all
Sentinel sponsorship obligations
and ensuring no breaches of scheme rules.
* Responsible for the safety, compliance, and professional conduct of all trainers, assessors, and learners engaged under the training function.
