We have an exciting opportunity to lead strategic planning and business management within the largest digital transformation programme in the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize how the Environment Agency regulates.
You will play a key role in the Programme Management Office (PMO), providing essential input into the financial and business management to support risk mitigation, remove barriers to delivery, and ensure value for money. We seek someone with a proven track record in managing complex financial data, collaborating with teams, and driving value for money and ongoing investment.
Key tasks include:
1. Understanding the financial and economic foundations of the Programme’s business case and spending review bids.
2. Aligning programme deliverables with strategic objectives and owning the change control process.
3. Supporting the Programme Manager to ensure changes in Time, Cost, and Quality are controlled, working closely with delivery teams to maintain affordability and value.
4. Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
5. Assisting Programme Manager and Director with investment and funding activities.
6. Ensuring compliance with governance and assurance requirements.
7. Supporting business management through whole life cost allocations.
The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, setting strategic directions for digital services that transform regulation processes. You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Essential/Beneficial Experience and Skills:
* Experience working in fast-paced, dynamic programmes.
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with business case development, EA and Defra approval processes, and change control.
* Familiarity with governance around spend control and assurance.
* Proven stakeholder engagement and innovation-driving capabilities.
