HR Business Partner

About the Role
We are seeking an experienced and confident HR Business Partner to join our team based in Shrewsbury. This is a pivotal role supporting managers across our residential homes, schools and central services to grow, coach and lead their teams effectively.
You will provide pragmatic, legally sound and commercially balanced HR advice across a wide range of people matters, including performance management, attendance, timekeeping, and formal disciplinary and grievance processes.
Working closely with senior leadership, you will ensure consistent, fair and compliant people practices across the organisation, while promoting a culture of accountability, safeguarding and continuous improvement.
Key Responsibilities:
Employee Relations & Advisory
* Lead complex disciplinary, grievance, capability and long-term sickness cases end-to-end.
* Provide clear, compliant advice to managers, preparing formal documentation as required.
* Coach managers to confidently manage people matters.
* Support organisational change and service developments
Safer Recruitment & Compliance
* Embed and oversee safer recruitment practices, including DBS, references and right to work checks.
* Sign off new starter files and maintain the Single Central Record (SCR).
* Maintain statutory HR records and support inspections and compliance audits.
Absence & Welfare Management
* Monitor and advise on short- and long-term absence management.
* Support occupational health referrals and welfare processes.
* Ensure return-to-work processes are completed to standard.
Leadership & Governance
* Line manage the HR Co-ordinator and support policy development.
* Provide HR reporting to senior leadership and maintain care staff registrations (e.g. SSSC, Social Care Wales).
* Deputise for the Head of HR and liaise with Finance on payroll matters.
General
* Manage contractual changes, probation and appraisal processes.
* Deliver HR training and undertake duties within the scope of the role.
About You
You will be a proactive, organised and commercially aware HR professional with the confidence to manage complex employee relations matters independently within a regulated environment.
Essential Skills & Experience:
* CIPD Level 5 qualified or actively studying – or equivalent relevant experience.
* Significant experience managing complex ER cases end-to-end.
* Experience working within a regulated environment (education, care or healthcare desirable).
* Sound knowledge of UK employment law and safer recruitment principles.
* Experience overseeing compliance processes and regulatory documentation.
* Experience supervising or line managing HR administrative staff.
* Strong organisational skills with the ability to manage competing priorities.
* Excellent written communication skills with the ability to draft formal documentation.
* Advanced Microsoft Office skills (Word, Excel, PowerPoint).
