The Treasury Business Solutions team is at the heart of Treasury, responsible for Technology, Technology changes, Security and Knowledge and Information Management (KIM)! We have staff based in each of our London, Norwich and Darlington offices.
About the Job
In this role, you will:
Supervise and manage an effective FOI service for the whole of HMT, which balances fulfilling statutory obligations with the need to protect sensitive information.
Management of an effective HMT-wide FOI casework tracking and delivery system, including delivery of regular reporting to partners to enable the department to successfully manage its FOI caseload, ensure effective processes are in place to commission and chase up delivery of draft responses to FOI and Internal Review requests and leadership of process and system updates and improvements.
Maintain strategic oversight of the HMT’s FOI casework pipeline and coordination of the day-to-day flow of casework loads, and as required offering support and/or challenge to teams, so that at least 90% of FOI requests are responded to within statutory time limits.
Build and maintain good relationships with significant business units within HMT and its bodies covered by FOIA, by providing high quality advice on the handling of complex FOI requests and the release and/or handling of sensitive information.
Ensuring effective recording, compilation, and quality assurance of FOI management information, including sharing information with our boards and the generation of quarterly and annual information pack for analysis and publication by the Cabinet Office official statistics team.
Act as the lead point of contact for the ICO on HMT’s FOI casework and for HMT operational relationship with respect to national security interests.
Overall responsibility of the eight members of staff of the FOI Casework Team across the 3 HMT offices, and direct line management of 2 senior case advisors.
About You
The successful candidate will have experience of working in a public sector organisation, in a KIM function with responsibility for the leadership of an FOI casework team including the identification and mitigation of compliance risks to successfully meet departmental obligations under the FOIA. A good knowledge of FOIA exemptions and their application to government information prior to release. You will have the ability to clearly define processes and set targets, so everyone understands and owns their roles, responsibilities and legal and regulatory standards are maintained. You’ll have the skill to progress and achieve FOI outcomes by, building positive relationships and maintaining a network of contacts and where necessary challenging others assumptions and/or compromising to ensure outcomes are delivered.
