The role: We are looking for an experienced Payroll Operations Manager to oversee and manage all aspects of The Edwin Groups payroll operations for both internal employees and external supply candidates. A key part of the role is ensuring compliance with UK employment law, HMRC requirements, and maintaining strong internal controls. This role ensures that all employees and candidates are paid correctly and on time, statutory deductions are correctly processed, and all payroll related reporting obligations are fulfilled in accordance with current legislation and best practice standards. The Payroll Operations Manager will also lead the payroll team, drive process improvements, and act as the key point of contact for payroll queries and audits. Responsibilities: Payroll Processing and Compliance Oversee the end-to-end payroll process for all internal employees and external supply candidates, ensuring accurate calculation of salaries, wages, statutory payments (e.g. SSP, SMP, SPP), bonuses, commissions, and other pay elements. Ensure all statutory deductions (Income Tax, National Insurance, student loads, pension contributions, etc.) are made in line with current regulations. Oversee administration of the company pension schemes, ensuring monthly contributions are paid accurately and on time and all auto-enrolment duties are fully complied with. Submit Full Payment Submissions (FPS) and Employment Payment Summaries (EPS) to HMRC in accordance with Real Time Information (RTI) and within statutory deadlines. Maintain up-to-date knowledge of payroll legislation, including the Employment Rights Act 1996, and implement changes as required. Oversight of pay and bill system Oversee the end-to-end pay to bill process, ensuring that all weekly timesheets are processed, candidates are paid on time and invoicing to schools is accurate Liaise with the finance time to develop and analyse reports relating to teacher pay, daily margins, branch performance etc. Leadership and Team Management Lead, develop, and motivate the payroll team and deliver a high quality, customer focused service. Allocate tasks, set objectives, and monitor performance to ensure payroll deadlines are met. Provide training and support to team members on payroll systems, legislative changes, and best practice. Act as an Ambassador for the Group’s ESG strategy and with a demonstrated commitment to adopt, promote and comply with ESG policies, developments, and initiatives. Systems and Data Management Ensure the payroll system is maintained, updated, and compliant. Oversee data integrity, security, and confidentiality in line with GDPR and the Data Protection Act 2018. Liaise with HR and Finance to ensure accurate data flow and integration between systems. Reporting and Record Keeping Prepare and submit statutory reports (e.g. P60’s, P11D’s, end of year returns) within required deadlines. Maintain accurate payroll records Provide management information and analysis on payroll costs, trends, and compliance. Process Improvement and Risk Management Review, develop, and implement payroll policies, procedures, and controls to ensure efficiency, accuracy, and compliance. Identify and mitigate risks related to payroll processing, including fraud prevention and error reduction Lead on payroll related projects, including system upgrades, process automation, and regulatory changes Requirements and skills Qualifications: A recognised qualification from the CIPP or equivalent is desirable but not essential, candidates qualified by exception will also be considered Experience and Knowledge: Experience managing a payroll function in a medium or large organization Proficiency in payroll software In depth knowledge of UK payroll and pensions legislation, PAYE, National Insurance, and statutory payments.
