Job Summary East Dunbartonshire Council’s Housing Investment team has two vacancies for the posts of Housing Stock Condition Surveyor – Housing Capital & Private Sector. The successful candidates will join the Housing Capital & Private Sector team to carry out stock condition surveys and energy assessments to inform and support the delivery of the Housing Capital Investment Programme across the housing stock. The Housing Capital & Private Sector team have responsibility for the delivery of capital investment in East Dunbartonshire Council’s portfolio of 4000 affordable homes, including projects which ensure compliance, improve condition and energy performance of properties. The successful candidates will: visit both empty and occupied properties to carry out stock condition surveys, collecting data to assess properties for compliance with regulatory standards (tolerable standard and Scottish Housing Quality Standard), identify elemental failures and project lifecycle replacement requirements; collate a full range of information about the main buildings’ components of the Council’s housing stock including age of property, dimensions, heating and hot-water provision, electrical wiring, kitchen, bathroom goods to inform investment planning decisions; will classify the housing stock into detailed archetypes, this may involve the need to investigate the structure and fabric of the houses. You may also need to do this to assist external designers with retrofit designs; carry out energy assessments, collecting data required to create Energy Performance Certificates (EPC) Liaise with a variety of stakeholders, including energy utility companies, to maximise funding opportunities through the provision of robust energy performance data. Where the post you are applying for is considered a Regulated Role under the Disclosure (Scotland) Act 2020, successful candidates will be required to join the PVG Scheme, or undergo a PVG Scheme Update check, prior to confirmation of employment being made by East Dunbartonshire Council. Please note, successful candidates will be expected to meet the cost of the relevant check which will be deducted from the successful candidate’s first salary payment. Successful candidates who withdraw their application after the check process has started will be invoiced for the cost of the check. In specific circumstances the payment could be deducted in instalments from an employee’s wages following commencement of employment. Approval in such circumstances will be made by the HR &OD Manager. Should an employee leave in advance of the payment being deducted, the full amount will be deducted from the employee’s final salary. The criteria outlined above will apply to existing employees of East Dunbartonshire Council who apply for roles for which a PVG/Disclosure check is required.
