Responsibilities
To be responsible for delivering an Estates site service which complies with NHS guidelines, Health Technical Memorandum, Health Building Notes and all mandatory and statutory, Lead and manage Estates Engineering services, plant, buildings and staff to ensure safe, compliant and cost-effective Trust operations. Act as Authorised Person (AP) for relevant HTM/HSE systems, maintaining full statutory and regulatory compliance, and provide senior operational cover for Building and Engineering Manager roles, including emergency and on-call response. Manage all planned, statutory and reactive maintenance, ensuring in-house teams and contractors meet required standards, specifications and timescales. Lead capital works and minor projects from design input and tendering through to contractor supervision, delivery and quality assurance. Oversee contractor control, permits to work and all H&S compliance. Head the Engineering function, including recruitment, performance management, training, discipline and development of staff and apprentices. Hold delegated budget responsibility, ensuring strong financial control, best-value procurement and accurate cost recovery. Maintain and develop estates systems including PPM, BMS, asset databases and performance benchmarking. Complete estate condition surveys and inspections to support short-, medium- and long-term maintenance and investment planning. Ensure compliance with Trust, NHS and statutory requirements, including Health & Safety, DDA, Infection Control and Sustainability. Collaborate with clinical teams, senior managers, NHS partners and external stakeholders to minimise disruption and maintain patient safety. On-Call Responsibilities The post holder participates in the Estates on-call rota, providing guidance to clinical staff and managers, and assisting with emergency and contingency actions, including plant relocation or service reinstatement.
Qualifications
* Recognised craft apprenticeship or equivalent training and relevant certification.
* Degree, HND / HNC or equivalent in Electrical Engineering Discipline.
* Recognised H&S qualification.
* Authorised Person for specialist NHS HTM and HSE Requirements.
Desirable Criteria
* Management qualification
* Corporate membership of an appropriate body, Relevant experience of working in healthcare engineering or building services / installation in a Management position.
* IT skills
* Financial management.
* Staff management.
* A thorough knowledge of HTM 01 to 08
* Good communication on all levels.
* Proven leadership and Team Building Skills.
* The ability to analyse data, technical drawings and complex instructions, and to think quickly and respond to difficult and contentious questions and situations.
* Proven negotiating skills, Ability to comply with the Trust's policies and procedures including Governance and Standing Financial Instructions.
* Flexibility in approach to work patterns.
* Ability to travel as required.
