Job Overview
Full‑time, 37.5 hour per week, permanent post – progression post Band 7/8a.
Responsibilities
* Manage, organise and support staff through work planning, 1:1 meetings and appraisals, including performance and productivity monitoring and sample checking to comply with service standards and audits.
* Take a leading role in systems redesign across financial accounts, using new technologies, systems and workflow techniques.
* Provide a comprehensive financial accounting and support service to the Trust, giving a full range of advice, information and analysis as required.
* Support the Financial Accountant in the formulation and co‑ordination of balance sheet and cash‑flow forecasting, adhering to corporate standards and timetables.
* Encourage, support and promote a culture of development, learning and continuous improvement in performance standards and training of Financial Accounts staff.
* Support senior finance staff in completing the Trust’s capital reporting requirements.
* Assist Capital and Divisional Managers with maintaining capital budgetary control, providing training and resolving issues.
* Maintain the Trust’s capital asset register and capital charging systems in accordance with the DOH Group Accounting Manual, gathering and analysing information to monitor capital spend and reconcile monthly financial reporting systems.
* Supply capital information (acquisitions, disposals, transfers, valuations) for the Trust’s accounts and advise on the financial implications of disposing and purchasing assets.
* Manage the timely submission of the Charitable Fund annual accounts and related returns to the Charity Commission, external auditors and the Charitable Fund Committee, and provide all financial information required for the Charity’s Annual Report.
* Conduct the annual audit of the Charitable Fund accounts, liaising with auditors to ensure high‑quality working papers and minimal audit issues.
* Contribute to the development of the balance sheet and cash‑flow plans for the Trust.
* Ensure the annual budgeted balance sheet is entered onto the finance ledger correctly and promptly, tracking any in‑year changes.
* Coordinate the completion of monthly financial reporting, ensuring accuracy and completeness against strict deadlines.
* Oversee the work schedules of the Financial Accounts team, providing support and direction where necessary.
* Assist the Financial Accountant in understanding drivers behind variances to the balance sheet and cash‑flow forecasts.
* Prepare and review control accounts promptly, ensuring all reconciliations are complete and countersigned.
* Lead in the production of the Trust’s annual financial accounts, maintaining adequate accounting records throughout the year and completing annual duties as required.
* Act as the VAT specialist, managing the completion of VAT returns and ensuring HMRC deadlines are met, and working with VAT advisers to maximise recovery.
* Ensure staff are trained and updated following VAT reviews and legislation changes.
* Review the cashbooks daily and produce cash‑flow forecasts as required.
* Create and maintain information for the Trust intranet relating to departmental policy, guidance and procedures.
* Provide financial accounts advice and guidance to non‑financial staff.
* Prepare and communicate complex financial information to finance and non‑finance professionals, both internal and external.
* Engage with senior colleagues to facilitate understanding and provide assistance in financial matters.
* Contribute to performance improvement, leading specific agreed areas.
* Manage own workload with minimal supervision, prioritising tasks and meeting tight deadlines.
* Produce and maintain procedure notes for the department, ensuring staff are trained in accounting systems, statutory procedures and local procedures.
* Mentor Finance Apprenticeships.
* Deputise for the Financial Accountant.
Person Specification
Qualifications
* Registered Qualified Accountant with active membership of CCAB or CIMA (essential for Band 8a).
* Evidence of Continuing Professional Development (CPD) (essential).
Desirable Qualifications
* Supervisory or management qualification.
* Postgraduate diploma level in a relevant discipline.
Experience
* Significant financial accounting experience, including experience of a range of accounting areas and financial systems (essential).
* Ability to analyse and interpret complex financial data and present it clearly (essential).
* Excellent IT skills, particularly advanced Excel (essential).
Desirable Experience
* NHS Financial Experience.
Knowledge
* Comprehensive knowledge of UK accounting standards (UK GAAP) and their application in financial reporting (essential).
* Thorough understanding of financial governance and audit requirements (essential).
* Detailed knowledge of up‑to‑date VAT regulations (essential).
* Detailed knowledge of Charitable Funds accounting procedures as detailed in the Statement of Recommended Practice (SORP) (essential).
Desirable Knowledge
* Awareness of IFRS and public sector accounting frameworks.
* NHS VAT regimes.
Must have appropriate UK professional registration.
