Job Description:
We are currently looking for an Interim Head of Service (Asset Management and Building Safety) to join a Local Council in Yorkshire for a 3-6 month period while they recruit for the permanent position.
This role falls inside IR35, and the candidate would need to be on site 2-3 days per week.
As Head of Service – Asset Management & Building Safety, you’ll play a key role in shaping the future of the council's housing stock, ensuring homes are safe, sustainable, and compliant with legislation.
You will lead strategic planning and delivery of asset management, building safety, and capital investment. You’ll ensure homes meet Decent Homes Standards, comply with building safety laws, and support Net Zero goals.
This leadership role involves working closely with elected officials, tenants, contractors, and teams to deliver safe, warm, and sustainable homes.
Key Responsibilities:
* Lead asset management and building safety functions for council housing
* Oversee capital investment programmes and regulatory compliance
* Develop and implement a 30-year Asset Management Strategy
* Engage tenants in service delivery
* Manage budgets, contracts, and procurement
* Advise senior leaders and elected officials
* Drive innovation and continuous improvement
* Lead a team across asset strategy, compliance, and delivery
What You’ll Bring:
* Proven leadership in asset management and building safety
* Knowledge of housing legislation, compliance, and Decent Homes Standards
* Experience managing complex projects and large budgets
* Ability to influence senior stakeholders and lead teams
* Passion for safe, sustainable, and tenant-focused housing
Must have Local Government/Housing experience.
