Highways Management Officer
* Job Type: Full-time
* Location: Leicester
* Hourly Rate: £17.79 - £19.20, Dependent on experience
We are seeking a Highways Management Officer to join our client within the Highways Asset Management team. This role is essential for maintaining the safety and functionality of the city's public highway, pedestrian, and cycle ways infrastructure. The successful candidate will provide a comprehensive service addressing local highways and street scene concerns, ensuring the infrastructure remains in a safe condition.
Day-to-Day of the Role:
* Conduct condition surveys and inspections of highway assets, performing risk-based assessments to identify and prioritise maintenance work requirements
* Determine general maintenance work requirements/specifications for repair traffic management and safety arrangements, and issue orders for maintenance works
* Inspect and identify defective highway reinstatement works, unsafe working practices, and failures to comply with statutory noticing requirements under NRSWA, including enforcement actions and issuing fixed penalty fines
* Assist in the development and implementation of work programmes and provide information and recommendations for future planned highway maintenance schemes
* Respond to residents' and visitors' requests regarding maintenance issues, approve licences, deal with obstructions, road markings, and assess applications for footway crossings
* Investigate concerns, complaints, and public liability insurance claims, providing technical and policy advice in defence against third-party claims for damages
* Provide cost estimates and quotes for highway maintenance works and take enforcement action for non-compliance with legislation and highway works codes of practice (10%).
Required Skills & Qualifications:
* Proven experience in highway asset management or a related field.
* Strong understanding of statutory acts and national and local plans and guidelines related to highways.
* Ability to manage multiple tasks efficiently and effectively ensuring that all works are completed on time, within budget, and to acceptable standards.
* Excellent communication and customer service skills, capable of managing customer relations and expectations.
* Technical proficiency in developing highway asset management inspection, condition, and inventory collection methods.
