Job Description The post holder will assist the Environmental Health and Trading Standards Manager as required and lead the Trading Standards service within Moray. This will include managing a team of Officers in the enforcement and administration of Trading Standards Legislation and provision of Consumer Advice. To assist with the overall management and administration of the Trading Standards Service. To fulfil the statutory role of Chief Trading Standards Officer. Requirements Manage team of Officers. Staff development and support. Subject matter expert. Design information and knowledge requirements and develop systems. Manage budgets. Field Officer duties. Ensure a Healthy and Safe working environment. Deputise for Environmental Health and Trading Standards Manager as required. Calibration, care and maintenance of physical Standard Weights and Measures and testing equipment. Liaison with other bodies. Contribute to the formulation and implementation of and complying with the objectives, policies and procedures of the Environmental Health and Trading Standards Section. To provide the professional expertise to the Council on matters relating to Trading Standards. Represent the Council on outside bodies. Develop liaisons with other organisations. Contribute to the effectiveness of the Service. The Individual 5 years post qualification experience in Trading Standards. Statutory qualification under Weights and Measures Act*. Excellent oral/written communication skills. Analytical abilities. IT Skills. Negotiating Skills. Self-confident and self motivated. Excellent level of accuracy in work. Sound knowledge of range of Trading Standard duties. Able to lead a team of Officers. Motivational skills. Initiative and creativity. Able to plan, delegate and monitor team workload. Satisfactory enhanced ‘Disclosure Scotland’ return required. You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van. Ability to work on own initiative and to meet strict deadlines. Effective organisational and time management skills. Knowledge and experience of various software packages, including Word, Excel and Access. Ability to handle multiple tasks concurrently.
