Job summary
We’re recruiting a Compliance Investigator - Wholesale Market Conduct to join our Market Oversight and Enforcement directorate. The Wholesale Market Conduct team monitors the markets for potential breaches of REMIT (Regulation on Wholesale Energy Market Integrity and Transparency) and monitors compliance with certain generation licence conditions. This role focuses on proactive compliance work outside of formal investigations, engaging directly with market participants, brokers and exchanges to promote best practices and secure commitments to improve compliance.
You’ll contribute to the development and delivery of compliance strategies, identify non-compliance through structured reviews of trading behaviours and market data, and facilitate regular dialogue with stakeholders to clarify regulatory expectations. Your insights will help shape Ofgem’s approach to market oversight and drive improvements in market behaviour.
Essential requirements
We’re looking for someone with a strong understanding of wholesale energy markets or trading experience in energy, commodities or equities. You’ll have excellent stakeholder engagement skills and be skilled at interpreting complex legislation and communicating findings clearly to both technical and non-expert audiences. Initiative, creativity and autonomy are key to success in this role.
Experience in analysing complex data and using tools like Python or SQL is desirable but not essential. You’ll work closely with internal teams across policy, legal and market insights, as well as external partners including the National Energy System Operator, the Financial Conduct Authority and European regulatory bodies.
Key Outputs and Deliverables
* Contribute to the development and delivery of compliance strategies.
* Identify non-compliance through structured reviews of market monitoring practices and policies, trading behaviours and market data, and communicate findings to the team and senior management.
* Facilitate regular dialogue with brokers and exchanges to clarify regulatory expectations.
* Engage with market participants to address concerns and secure commitments to improve compliance practices.
* Monitor the impact of engagement activities, using qualitative and quantitative metrics to assess improvements in market behaviour.

Person specification
* Sector knowledge: An understanding of the operation of wholesale energy markets and/or experience of trading (energy, commodities or equities)
* Strong stakeholder engagement skills. Experience in engaging with stakeholders to promote compliance, resolve complex issues, and secure commitments to improve practices.
* Experience of interpreting and applying complex legislation, regulation, rules and processes to deliver effective compliance action.
* Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences.
* Demonstrated ability to take initiative, think creatively and work independently.
* Experience in analysing complex quantitative and qualitative data and evidence.
* Experience using Python or SQL programming languages to manage large datasets and produce analytical outputs.
