Purpose
The purpose of this role is to lead and manage a programme of projects in Medicines Management and Pharmacy Services that improve patient care or service efficiency. To manage the production of feasibility studies, strategic cases, business cases and contribute to procurement and contract negotiations as necessary.
Main duties
The Programme Manager will work across the Trust and other collaborating NHS organisations, and may be required to manage work programmes or projects affecting management, administrative or clinical departments and/or services. The post holder will manage the related capital and revenue budgets for the large projects, ensuring that projects stay within budget, and that the business case remains sound. Such budgets can be several £million. The post holder will manage revenue budgets for project personnel as required – particularly those from which the business case requires cash‑releasing benefits.
Job summary
We are seeking an experienced, motivated, and forward‑thinking Programme Manager to lead the successful delivery of complex transformation programmes in MMPS and across our organisation. This is a pivotal role within our leadership team, supporting the Trust’s strategic priorities and ensuring that our services continue to deliver outstanding care for our patients.
Key responsibilities
* Lead the end‑to‑end delivery of a portfolio of programmes, ensuring clear governance, risk management, and benefit realisation.
* Work closely with senior leaders, clinicians, and external partners to codesign and implement sustainable change.
* Produce high‑quality programme documentation including business cases, plans, risk logs, and progress reports.
* Provide expert advice on programme methodology (PRINCE2, MSP, Agile) and support the embedding of best practice.
* Drive stakeholder engagement, ensuring communication is clear, timely, and aligned with organisational priorities.
* Ensure robust financial and resource planning to deliver programmes on time and within budget.
* Identify opportunities for improvement, innovation, and more effective ways of working.
What you will bring to the role
We are looking for someone who is:
* An experienced programme or senior project manager, ideally within the NHS or complex public‑sector environment.
* Highly skilled in programme governance, planning, and delivery at scale.
* Able to work confidently with executive leaders, clinicians, and multidisciplinary teams.
* A strong communicator who can translate complex information into clear, actionable plans.
* Comfortable navigating ambiguity, managing competing priorities, and driving progress in a fast‑paced environment.
* Passionate about improving patient care and delivering meaningful, measurable change.
A recognised project/programme management qualification (e.g., MSP, PRINCE2, Agile) is desirable.

Person specification – Qualifications
* Prince 2 Practitioner and / or Agile Project Management qualification.
* Evidence of continued professional development.
Person specification – Experience
* Possess a good standard of written and spoken English.
* Basic computer literacy and willingness to further computer skills.
* A thorough understanding of all policies and procedures governing the Trust’s approach and delivery of IT projects.
* An understanding of team management and the policy and procedures governing the Trust’s approach to managing staff.
* Has extensive experience in the IT industry.
* Has considerable experience managing programmes or multiple projects in a structured environment.
* Has substantial experience of managing IM&T staff.
