Programme Manager – Local Government Transformation
Salary: £53,937 – £57,844 (DOE)
Location: Midlands (with flexible/hybrid working)
Contract: Full‑time or part‑time roles available
A Council in the Midlands is embarking on a major, once‑in‑a‑generation transformation, creating a unique opportunity to help design and deliver a new model of local government that works better for residents, communities and partners.
We are seeking experienced and driven Programme Managers to play a pivotal role in shaping this future. You will lead one or more high‑profile programmes that will redesign services, embed new ways of working, deliver cultural change and realise meaningful benefits at scale.
About the Role
As a Programme Manager, you will:
* Lead complex transformation programmes from initiation to delivery and benefits realisation.
* Oversee multiple projects, providing strong programme leadership, governance and assurance.
* Manage interdependencies, risks, issues and decision‑making processes.
* Work closely with senior leaders, elected members and multi‑agency partners.
* Develop robust programme plans, business cases and reporting materials.
* Support and guide project managers and programme support staff.
* Contribute to the effective oversight of a wider transformation portfolio.

About You
You will bring:
* Significant experience managing complex, multi‑faceted programmes in large organisations, ideally within local government.
* Strong leadership, communication and stakeholder‑engagement skills.
* Experience influencing senior leaders and translating complex issues into clear, actionable plans.
* A collaborative, solutions‑focused approach and the ability to thrive in fast‑paced, high‑pressure environments.
* A relevant programme/project management qualification (or equivalent experience).
* Experience of working in the public sector (essential) and managing cultural or behavioural change programmes.
