Business & Governance Officer - Planned Care and Specialist Care
The Business & Governance Officer is a key post within the Care Group management team, supporting the portfolio under the direction of the Group Service Director. Working closely with the Service Delivery Manager for Performance and Improvement, the post holder will play an integral role in supporting the organisation's governance arrangements and wider business priorities.
This role offers a broad and varied remit across complex clinical and non-clinical functions, providing the opportunity to work at the centre of service planning, assurance, and performance. Responsibilities will include risk management, capital planning, performance management, financial planning and monitoring, operational planning (including seasonal demand and capacity planning), service quality and improvement, and contingency planning.
A significant aspect of the role involves supporting the Care Group with internal governance processes to performance manage clinical specialties. The successful applicant will develop a detailed understanding of organisational priorities and performance, enabling them to provide high-quality support, insight, and assurance to senior colleagues.
This is a full-time post currently based at Glangwili Hospital, Carmarthen. The role requires on‑site working for a minimum of three days per week to support effective collaboration and engagement.
Main duties of the job
* Play a key role in supporting the Directorate with the delivery of strategic priorities and key initiatives.
* Develop a strong understanding of clinical service delivery and service improvement programmes to effectively support complex projects.
* Attend meetings and take accurate, well‑structured records of discussions, actions, and decisions.
* Interpret detailed and complex information, ensuring discussions and outcomes are clearly captured and communicated.
* Apply knowledge of project and programme management principles, including process mapping and project controls, to support effective delivery.
* Prepare clear, concise, and objective reports for the Board on a range of complex and sensitive topics. Coordinate and signpost advice and guidance to operational and service delivery teams, supporting informed decision‑making.
* Line manage the Care Group administration team, ensuring high standards of administrative practice and robust document governance.
* Work flexibly and proactively, demonstrating excellent organisational skills and the ability to manage competing priorities.
* Operate with a high level of self‑motivation, using initiative to work independently when required.

Language Skills
* Must be empathetic to and support the aims of the Welsh Language Act.
* Welsh Speaker (Level 1)
Qualifications and Knowledge
* A first degree or equivalent experience at a relevant level
* Further management training or equivalent experience at postgraduate diploma level.
* Must possess a thorough understanding of the role and its purpose within the organisation.
* Must have knowledge of workings of Welsh Government (Health and Social Care Dept.) and Health Board principles and standards of governance.
* Must have knowledge of risk management principles.
* Must understand the concept and principles of continuous improvement.
* Must understand the purpose of good governance in a large public sector organisation.
Experience
* Must understand the fundamental concepts of planning both on a project basis and strategic front.
* Must be able to plan and work on one's own initiative and set out instructions for others to follow in all relative directional levels within the directorate.
* Must have a working knowledge of performance management processes.
* Must be able to understand and interpret the Health Board's financial reports and be able to produce analyses for others.
* Must have understanding of how to deliver projects and how to manage scope, risk and other project variables.
* Must have demonstrable understanding of business management processes as they might occur in a large service provider organisation.
* Experience of working to tight deadlines against challenging targets and supporting others to contribute to these aims.
* Experience of delivering high levels of productivity and efficiency.
