Portsmouth Water are delighted to have an opening for a temporary Regulatory Analyst to join our highly regarded Regulation Department on a 6-month fixed-term basis. We are looking for someone experienced to come and lead the analysis of Ofwat s PR24 rulebook by responding to consultations, engaging in workshops and developing our internal reporting. What will you be doing? Key Responsibilities Detailed analysis of Ofwat s PR24 rulebook suite of models. Respond to the Ofwat rulebook consultation, including identifying any errors or unintended consequences from the published models. Help colleagues and stakeholders understand the impact of Ofwat s PR24 rulebook. Identify key internal data sources and develop an approach to ensure that we can reflect the forecast impacts of the reconciliation models in the quarterly performance review process. Draft a methodology statement for the population of each of the models from internal data such that they can be handed over to the Finance team for population on a quarterly basis. Assist with development of our charges model, impact analysis for proposed new charges, implementation of the National Social Tariff for 2026-27 and updating of our NAV charges for 2026-27. Ensure charges are cost reflective and meet Ofwat s charging rules. Maintain the financial and reconciliation models to track performance against the Ofwat PR24 final determination. Ensure our financial regulatory reporting complies with Ofwat guidance. Ensure tariffs are compliant with our price controls and underpinned by appropriate cost models. Support the wider work of the Regulation team as required. What do you need? Skills, Qualifications & Competencies Experience of developing financial models in Excel. Highly organised self-starter who is able to manage own workload. Ability to develop new approaches to meet complex and evolving Ofwat requirements. Good understanding of economic regulation and the periodic review process. Good communication skills and a team player who can work across the organisation. Qualified accountant, economist or equivalent. Experience of the water sector and/or regulated businesses.
