We employ around 1,800 staff who work alongside our partners and local communities to deliver the city vision and make lives better for the people of Southend. Working for Southend-on-Sea City Council offers a challenging and rewarding career in local government within a collaborative and innovative environment, with the benefit of flexible working practices to support a positive work-life balance. As a unitary authority, we are responsible for all local government functions ranging from social services, transport, public health and parks to planning, trading standards, community safety and education, so we offer a wide range of career opportunities. The diversity of our economy and communities and investment in a number of exciting regeneration projects makes our Council a great place to work, learn and make a difference.
Your new role
Are you a passionate public health leader with expertise in safeguarding and a commitment to improving outcomes for children, young people, and families? We are seeking a dynamic and experienced Senior Public Health Clinical Lead for Children, Young People and Families Public Health Services to drive strategic improvements and lead critical services that support the most vulnerable in our communities. This contract is offered on a full-time and permanent basis with a hybrid and flexible working pattern (flexibility around working patterns in this role is highly negotiable). The successful candidate will maintain and improve the health and life chances for children and families in Southend-on-Sea City Council, providing the senior clinical leadership, safeguarding oversight and supervision for the Health Visiting and School Nursing Public Health Clinical Workforce, which sits within the Public Health department. You will provide strategic direction, professional and operational clinical leadership across the Health Visiting and School Nursing teams and the wider organisation. You will be an expert in all areas of safeguarding children, and you will be accountable to the Director of Public Health. You will have leadership in Internal Management Reviews (IMRs), Child Safeguarding Practice Reviews (CSPR), and, where required, Domestic Homicide Reviews (DHRs), Safeguarding Adults’ Reviews (SARs), and ensure that the learning from these reviews is shared, implemented, and embedded within the service.
You will ensure safeguarding services for public health services are delivered in line with Section 11 of the Children’s Act 2004—protecting the welfare of children.
What You Will Need to Succeed
To be successful in this role, you must have senior leadership experience in clinical public health, safeguarding, or a related field. You must have minimum Level 3 safeguarding experience at a strategic level and knowledge of safeguarding processes, including MARAC/JDATT/MASH. It is desirable that you have extensive knowledge of national safeguarding policy and legislation and guidance, including the Children Act (1989) and (2004), and the Care Act (2014). Excellent communication and influencing skills are vital for this role as you will need to engage with stakeholders, from government bodies to community organisations. Proven track record of leading complex public health programmes and delivering measurable improvements.
You must have registration as a Specialist Community Public Health Nurse at degree level or equivalent on the third part of the Nursing and Midwifery Register.
What you'll get in return
When joining the council, you can enjoy a range of benefits including: 25 days annual leave, flexible working, and excellent training and development opportunities. They are committed to ensuring that you are supported in this varied and challenging role with the appropriate level of training. We can offer access to the NHS Pensions scheme for the successful applicant. A full list of benefits provided by Southend Council can be viewed on the "Why Work For Us?" tab.
