Job Purpose
To assist closely the Emergency Planning & Business Continuity Manager in the provision of an effective Emergency Planning service for the Highland Council and therefore, to the Highland Community.
Key Duties & Responsibilities
* Prepare, validate, exercise and review emergency plans, both statutory and internal.
* In conjunction with other team members, ensure that the Council is prepared as is reasonably practicable to meet its emergency response obligations.
* Develop, prepare and deliver comprehensive internal and external training and exercising programmes.
* Prepare and deliver written reports including post-incident and post-exercise debriefings.
* Prepare and maintain off-site plans for REPPIR and COMAH sites within the Highland Council area and assist with planning of major exercises during a multi-year cycle.
* Liaise with clients in the development of off-site plans for REPPIR and COMAH sites ensuring delivery of contracted services on behalf of the Council.
* Represent the Council and the EP & BC Manager on local and national Liaison Committees.
* Attend the Local Resilience Partnership Working Group, Emergency Liaison Groups and other subgroups of the Resilience Partnership as required.
* Liaise and consult with a wide range of partners and stakeholders, particularly Category 1 and Category 2 responders as defined by the Civil Contingencies Act 2004.
* Maintain Continuing Professional Development (CPD) and other training in line with the responsibilities of this post.
* Develop extensive knowledge of and be able to advise on the Council's General Emergency Plan and other Emergency Plans.
* In the event of being alerted to a Major or Unusual Incident, brief the Chief Executive, Executive team, Corporate Communications Manager and Duty Executive Chief Officer of the situation, its possible impacts and advise on options available in terms of the Council's response.
* Assist with Community Resilience workstreams, as necessary.
* Assisting services to develop and test their Business Continuity Plans.
Other Duties
* The post holder will be required to deal with classified information and sensitive situations and must therefore successfully undergo a Baseline Standard level of vetting.
* The post holder may be required to undertake any other duties appropriate to the level of the post.
* Duties and responsibilities will vary from time to time.
Qualifications Required
* Education to HNC or HND level or professional equivalent.
* Evidence of Continuing Professional Development (CPD).
