About the Role
We are seeking a dynamic and self‑motivated Market Review and Development Officer to join the commissioning team and support the planning, development, and commissioning of adult social care services. This is a key role within our commissioning team, working collaboratively across internal departments and with external partners to shape and strengthen the local care market.
You will play a vital part in identifying service gaps, supporting procurement processes, and ensuring robust contract management and performance oversight. Your work will contribute to the delivery of high‑quality, sustainable services that meet the needs of our community. We are particularly interested in candidates who have experience and knowledge of care provision in community‑based mental health and learning disabilities services such as supported living, pop‑in care, and bespoke commissions. Other opportunities will be available in addition to this portfolio area.
Key Responsibilities
* Support the development and commissioning of key adult social care services and programmes.
* Work collaboratively with internal colleagues and external stakeholders to shape service delivery.
* Lead market development initiatives to ensure a diverse and responsive provider landscape.
* Identify gaps in provision and contribute to strategic planning.
* Oversee procurement processes and contract negotiations with a range of providers.
* Monitor contract performance and ensure compliance with service standards.
* Promote a broad understanding of commissioning and market development across the organisation.
Skills and Experience Required
* Proven experience in commissioning and market development, ideally within health and social care.
* Strong understanding of adult social care systems and service delivery.
* Ability to manage a varied workload and work independently using your own initiative.
* Excellent interpersonal and communication skills, with the ability to build effective relationships.
* Analytical skills to interpret data and inform decision‑making.
* Comfortable working in a fast‑paced and evolving environment.
* Self‑motivated, proactive, and solution‑focused.
