Rate of Pay: £340.20 - £448.00 per day
Summary:
The Procurement Officer supports the Council's Procurement Team in delivering compliant and effective procurement processes for the supply of goods, works, and services. The role involves leading high-value and complex procurement exercises, advising service areas on sourcing strategies and tender procedures, and ensuring all activities comply with relevant procurement legislation and Council policies. The postholder will also identify opportunities for cost savings, support contract management, and contribute to the development of procurement strategies and processes.
Responsibilities:
* Lead and manage high-value and complex procurement projects (over £100K including above UK procurement thresholds).
* Provide expert advice to service areas on procurement strategies, tender specifications, sourcing methodologies, and evaluation processes.
* Manage procurement activities using the Council's e-procurement system, including tendering, evaluation, and contract award.
* Ensure all procurement activities comply with Contract Standing Orders, procurement regulations, and Council policies.
* Support the development and maintenance of the Council's Contracts Register and ensure transparency requirements are met.
Qualifications:
* Degree in Procurement, Business Administration, Supply Chain Management, or a related field, or equivalent relevant experience.
Essential Requirements:
* Proven experience working in public sector procurement or a similar procurement environment.
* Strong understanding of UK procurement legislation and regulations.
* Experience managing tender processes, supplier sourcing, and contract award procedures.
* Ability to manage multiple procurement projects and meet deadlines.
* Excellent communication and stakeholder management skills.
