We are now seeking an outstanding HR leader to join us as Head of HR Operations, a pivotal senior role shaping the culture, capability and performance of a complex, highly unionised organisation.
The Role
As a key member of our Extended Executive Leadership Team, the Head of HR Operations will provide strategic direction and leadership across the full breadth of HR services. You will be responsible for developing and delivering an effective People Strategy that ensures our workforce is skilled, motivated and equipped to meet the needs of a modern, customer focused organisation. You will lead all aspects of the employee lifecycle, including workforce planning, resourcing, employee relations, policy development, health and wellbeing, and performance management, ensuring our practices are modern, inclusive, legally compliant and aligned with our organisational ambitions. Working collaboratively with senior leaders, trade union partners and HR colleagues, you will champion a positive, high performance culture, drive continuous improvement, and ensure workforce insights and data inform decision making at every level.
Key Responsibilities
* Lead the development and implementation of the HR strategy, ensuring the organisation is future ready.
* Drive strategic workforce planning initiatives and ensure structures support current and future business demands.
* Oversee the delivery of customer focused HR services across all operational areas.
* Lead cultural development, embedding a learning and inclusive environment.
* Provide senior leadership on employee relations and build strong, transparent partnerships with trade unions.
* Deliver high quality workforce insights, reporting and governance for Committees, Boards and senior stakeholders.
* Support organisational change, service modernisation and continuous improvement across HR processes.
* Ensure compliance with legislation, policy and professional standards, promoting ethical and responsible HR practice.
About You
* You will be an experienced HR professional with:
* Extensive experience of working in a senior HR role in a public sector organisation.
* A strong track record of leading operational HR functions and delivering business focused outcomes.
* Deep understanding of employment law, HR best practice, workforce planning and employee relations.
* Proven success in driving organisational change and continuous improvement.
* Exceptional communication, influencing and analytical skills, with the ability to provide clear, strategic advice at senior level.
* CIPD Chartered Member status
* A forward thinking, resilient and collaborative leadership style, with a commitment to inclusivity and developing organisational capability.
