About the role
In your role as Data Goverance and Management Programme Manager, you will make a meaningful and valued contribution from the outset. This role will provide a great opportunity to shape and lead a programme to establish a robust data governance and management control framework that ensures USS operates within its risk appetite, strengthens data security, and optimises data management practices.
This initiative aims to establish and enhance Group Policy requirements, framework standards, controls and technical solutions that are aligned with industry best practices and regulatory requirements.
What you will be doing
As a trusted part of the Group Transformation, listed will be some of your key responsibilities:
1. Through the drafting and validation of key principles, establish a Group wide Data Management & Governance Policy which stipulates control requirements in fulfilment of risk appetite
2. In conjunction with key stakeholders, create and manage a programme of work to implement the Data Management & Governance Policy across the organisation, identifying the associated workstreams and solutions for the varying scenarios that will be prevalent
3. Establish, implement and monitor interim governance and management guidelines to mitigate risk, including but not limited to access control, password protection and deletion of data outside of core systems that is no longer in use
4. Ensure all solutions are developed in collaboration across the business and regarding other data related initiatives e.g. the USSIM Data Strategy
5. Manage the planning, set-up and delivery of all workstreams and work packages areas across all technical, process and organisational elements in line with the USS programme governance standards and cadence.
6. Lead the programme in a controlled, structured and holistic manner ensuring change is delivered to the business with minimal disruption to the operational environment
7. Responsible for the baselining, delivery and re-planning of all workstreams and work packages. Managing dependencies and constraints within the wider Programme plan.
8. Develop a good understanding of as-is architecture, and work with SMEs to establish technical solutions to support the control framework requirements; particularly with regard to areas where data is produced in volume and is personal identifiable information
9. Identify and mitigate risks and issues, providing management and direction to facilitate the prevention and speedy resolution of problems.
10. Apply rigorous scope change control, with dependencies tightly managed and issues resolved in a timely manner.
11. Identify the critical path enablers at each stage and work flexibly to ensure delivery.

To be successful in the role you will have:
12. Experience of programme management within regulated financial service industries
13. A data governance and management background or sufficient experience of data governance and management subjects within projects or programmes of work including technical solutions
14. Excellent leadership, organisational, delegation and team building skills for the effective people management across large/interrelated technology projects
15. Comfortable with ambiguity; and capable of taking high-level direction and turning that into specific actions
16. Excellent verbal communication skills; able to get messages across to, and work with, all levels in USS
17. Networking, presentation, negotiating and influencing skills
18. Good level of planning and scheduling skills, ensuring the complex activities of interrelated project teams are controlled, co-ordinated and linked into the overall portfolio plan
19. Ability to challenge and excellent decision-making skills
20. Ability to produces clear and concise written communications
