IO Associates are recruiting on behalf of a large housing association for a Programme Manager to join their IT & Business Change team. This is a permanent, full-time role (35 hours/week) based in Oldham, with a hybrid working model.

Key Responsibilities:
Lead and manage complex programmes and related projects
Oversee planning, budgeting, and benefits realisation
Drive stakeholder engagement and cross-functional collaboration
Ensure delivery within structured governance frameworks
Essential Experience:
Proven success in delivering technical, software, and business change projects
Strong budget and contract management
Skilled in programme planning and resource forecasting
Excellent communication and leadership abilities
Desirable Skills:
Familiarity with DevOps, Cloud, ITIL, and housing sector
Proficient in tools like JIRA, Confluence, SharePoint, MS Teams
Qualifications:
Degree or equivalent experience
Certified in MSP, PRINCE2, APM or similar
