Castle Point Borough Council is seeking a Project Manager to support its Waste and Recycling service transformation. This is a temporary position for an initial period of three months, with an immediate start required. The role offers hybrid working, with an expectation of being on-site a minimum of two days per week.
To provide Project & Programme support for the Waste & Recycling Service Transformation, ensuring all residents of the borough receive a modern quality statutory service. The initial 3 months (with a view to being extended) is primarily focused on project managing the new service roll out of paper and card recycling.
· Ensuring projects are completed on time and within budget, while also adhering to environmental regulations and promoting sustainable practices. This includes managing programme and project timelines, budgets, and resources, as well as collaborating with stakeholders, meeting governance requirements and ensuring project compliance.
· Planning and Scheduling - Developing project plans, timelines, and milestones, including identifying dependencies and potential risks and reporting these to senior management and through internal governance.
· Implementing a Dedicated Waste Information Technology system to streamline processes, improve communication, and enhance data capture, ultimately driving efficiency across the waste management lifecycle. Manage the service and data transition and recording container allocation, quantities and assisted collections per property. Also to identify hotspots for waste contamination through engagement with co-workers.
· Budget Management - Managing project budgets, including allocating resources and ensuring spending stays within budget through regular reporting.
· Resource Management - Ensuring adequate staffing and resources are available to support project timelines and objectives.
· Risk Management - Identifying managing and mitigating potential project risks, including environmental risks.
· Stakeholder Management - Collaborating with stakeholders, including internal teams, external contractors, and community members, to ensure successful project delivery.
· Maintaining accurate records and reports on project progress, including financial data, environmental compliance, and waste reduction efforts.
· Policy Development including an updated assisted collection policy for domestic properties:
· Contributing to the development of waste & recycling management policies and procedures.
· To work with the council communications team and any external communications SME to design and deliver a clear robust communications strategy that can be understood by residents.
· Presenting and implementing new ways of working to a variety of audiences, ensuring messaging is on point and communication is positively received and understood.
· Able to deputise for the Assistant Director or the Waste Operations Manager in their absence.
· Able to chair early‑morning meetings (from 06:30) will be held at the Canvey Island Waste and Recycling Depot to provide key updates to the waste and recycling teams.
