Purpose of post:
Welsh seas are at the forefront of the move to a low-carbon economy. Our seas are becoming increasingly crowded with demands for space from tourism, transport, marine energy, fisheries, aquaculture, and telecommunications. The Welsh National Marine Plan (WNMP) is central to a long-term vision for the sustainable development of our seas. To attract investment and maintain the marine environment, we aim to improve the implementation of the WNMP through marine licensing. This time-limited, programme-funded role will support legislation and guidance development for offshore wind environmental assessment and consenting in Welsh waters. The individual will collaborate with Defta, DESNZ, and NRW to expedite offshore wind consent processes while ensuring environmental impacts are addressed.
The second part of this role involves enabling the Welsh Government to work with NRW to establish processes ensuring marine planning policy is consistently applied in licensing decisions. This follows an independent review of NRW's delivery of marine licensing and a commitment to more strategic decision-making.
The individual will analyze decisions made by NRW Marine Licensing, design and deliver training on plan-led decision-making, and collate best practices.
Additionally, the role involves supporting internal marine planning policy design by providing feedback from licensing processes.
Key Tasks:
* Develop Welsh legislation and guidance for offshore wind environmental assessment and consenting, working with the Marine Planning team and liaising with Defra, DESNZ, and NRW.
* Implement Offshore Wind Environmental Standards in Welsh waters in collaboration with Defra and NRW.
* Create guidance on consenting for other developers besides offshore wind.
* Organize stakeholder engagement for offshore wind assessment and consenting.
* Drive progress in marine license decision-making to become more plan-led.
* Work with NRW to ensure policy compliance in licensing decisions by analyzing processes and decisions.
* Design and deliver training on plan-led decision-making to NRW and other decision-makers.
* Provide feedback from licensing insights into policy design and address challenges.
* Lead contributions to a plan-led decision-making group within NRW.
* Ensure the application of marine plans in licensing decisions is proportionate and promote best practices.
Office requirements:
Welsh Government offers a hybrid working model. Staff are expected to be in the office when required or based on individual preferences, including working from home when appropriate. The advertised roles are based on this model, not fully remote.
