An exciting opportunity has arisen for a Contracts & Reporting Manager to join our Strategic Commissioning & Procurement Team at Hampshire County Council.

The Role:

The Strategic Commissioning and Procurement Team supports Hampshire County Council and Hampshire & Isle of Wight Fire & Rescue Service as well as providing procurement services to a number of other external clients including County Council's, Combined Mayoral Authorities, District, Borough and Parish Council's, National Park Authorities and educational establishments.

We are currently seeking a Contracts & Reporting Manager to specifically support our commercial contracts and procurement preparations for Local Government Reorganisation (LGR).

What you’ll do:

The role is required to support consistent, robust and accurate commercial contract data collection, the analysis and maintenance of records in relation to the Council’s commercial contracts and to support procurement activity using the Contract Management and e-Procurement Systems. The role will support the production of accurate and timely contract data and information to provide knowledge and insight to support the LGR process.

What we’re looking for:

Data Management

  • Expert proficiency in reporting systems, advanced Microsoft Excel skills and proficient in the use of Office 365 software (e.g. SharePoint, MS Teams, Word etc.) and experienced in the use of Contract Management systems.
  • Comprehensive understanding and ability to analyse, interpret and present contract and financial spend data and information in a format easily understood and appropriate for the end user.
  • Experienced in the use of data reporting and analytical tools and their functions.
  • Able to accurately and efficiently input to, upload to and manage data and information within an App.
  • Able to compare, contrast and manage large data and information sets from more than one source, pulling them into a single accurate set of information.
  • Good level of understanding and experience of the practical application of GDPR requirements to information and data being managed and be able to advise and guide team members on GDPR.
  • Be able to extract and analyse data and create regular accurate reports that are able to be understood by a wide range of readership.
  • Take ownership and responsibility for maintenance of records in a safe and complaint manner.

Contracts & Procurement

  • Solid understanding of commercial contracts, including key terms, obligations, risk allocation, and the ability to apply this knowledge in the context of LGR.
  • Good level of awareness of the wider Public Sector procurement, commissioning and contractual landscape.

General Experience & Skills

  • Experienced line manager.
  • Capable of managing cross functional activity to generate material value across multiple categories.
  • Ability to deal with ambiguity, complexity of information and have the ability to comfortably multi-task with competing deadlines.
  • Strategic thinker, with a positive ‘can do’ attitude with the ability to apply professional judgement to solve complex problems to achieve outcomes which support departmental and corporate objectives and are compliant with both internal governance and policies and legislation.
  • Strong project management and planning skills and experience and capacity to manage large and complex projects.
  • Excellent written and verbal communications skills, robust attention to detail skills and be able to comfortably manage and review high volumes of documentation, including contractual documents.
  • Strong commercial awareness.
  • Able to identify, develop and foster key partnerships.
  • Experience of effective change management.
