Assistant Head of Medical Workforce and Resourcing

The Assistant Head of Medical Workforce will support the Head of Medical Workforce in the delivery of a high-quality, outcome-focused medical and dental workforce service across the Health Board. Working with a high degree of autonomy, the post holder will provide expert operational and specialist advice on complex medical workforce matters, including terms and conditions, recruitment and compliance, rota management, job planning, appraisal and revalidation, and workforce modernisation. The role will contribute to the development and implementation of local and national workforce strategies, ensuring services are affordable, sustainable, and compliant with relevant legislation and national frameworks. The Assistant Head of Medical Workforce will deputise for the Head of Medical Workforce as required, lead specific workstreams and projects, and provide leadership and support to the Medical Workforce team, while working closely with Clinical Boards, senior leaders, and People & Culture colleagues to drive continuous improvement, performance, and positive engagement with the medical workforce.
Main duties of the job
To manage a team of staff in the delivery of a comprehensive professional medical and dental recruitment service, and ensure responsiveness to the needs of all service users, via liaison with the Clinical Boards, University and other Stakeholders. This will also include advice on salary details for Consultant medical and dental staff and changes to supplements, recognition of service outside the NHS etc.
Ensuring all internal procedures are developed, maintained and reviewed to support delivery of a robust recruitment process and to provide support, guidance and training to the Medical Resourcing & Systems staff accordingly.
Continuously review and adapt current systems and practices in order to ensure that all medical and dental staff are appointed in accordance with Health Board policy, Royal College guidance and employment legislation.
Job responsibilities
Provide specialist advice and interpretation to Clinical Board Directors, Clinical Directors and other senior clinicians and management teams on complex contentious pay, terms and conditions of employment and employment policies as they relate to medical and dental staff. This may be delivered one-to-one or to teams/groups as appropriate, requiring the post holder to utilize well-developed interpersonal and communication skills in response to sensitive and contentious issues.
Proactively develop and lead the utilisation of the Electronic Staff Record (ESR) system so that it is used to its fullest potential in respect of medical workforce information and analysis. This will include the requirement to ensure that all medical staff pay data is provided accurately and within appropriate time-scales, and developing an effective reporting mechanism to continually monitor workforce information contained within ESR to ensure it is accurate and up to date.
Person Specification
Qualifications
* Educated to Masters level or equivalent knowledge gained through vocational experience and training
* Postgraduate Diploma in Human Resource Management (CIPD) / Membership of Chartered Institute of Personnel & Development
* Evidence of continuing professional development
Experience
* Specialist knowledge of medical workforce issues
* Experience of developing, implementing and maintaining effective workforce systems / spreadsheets / information resources
* Previous significant experience at middle / senior management level in a medical workforce role
Skills
* Excellent planning and organisational skills
* Highly developed communication and consultation skills - written and verbal
* Evidence of sound analytical reasoning and effective decision making skills
