We are looking for a motivated housing specialist with experience in allocations, lettings or housing management to help the organisation work towards its goals around rightsizing. The successful postholder will work with residents who are under‑occupying or overcrowding to help people transition to homes of the right size for their household. This essential role makes best use of Council stock, involving coordinated activity directly with residents, leveraging swap opportunities, working alongside Housing Associations to access external officers and leading on the use of Homeswapper and other opportunities to release larger family homes. We seek a self‑starter, experienced housing professional who can help residents through the moving process.

We are a permanent role central to delivering the Council’s priorities around asset rationalisation, including releasing larger homes for families and supporting residents who are under‑occupying or experiencing overcrowding. You will lead a team delivering targeted engagement and case management, working directly with communities to enable successful housing transitions. This is a hybrid role; on‑site attendance is subject to service need.

What you will be doing

* Lead and manage a team supporting residents to find appropriate housing based on their needs
* Develop and deliver targeted engagement plans to encourage movement within the housing stock
* Work collaboratively with internal services to agree incentive payments and support packages for residents
* Drive initiatives to release larger homes for families and maximise use of the Council’s housing portfolio
* Monitor and report on team performance across programmes and governance forums
* Coordinate operational services to ensure fair and consistent delivery of rightsizing initiatives
* Build strong relationships with residents, community groups and Ward Councillors, providing clear advice and briefings
* Promote opportunities for mutual exchange and rightsizing across tenants
* Manage procurement activity and external consultants to deliver positive outcomes
* Deliver workshops, drop‑in sessions and engagement events to support residents considering moving

Experience & Qualifications

* Significant experience and knowledge of housing Consumer Standards, particularly the Tenancy Standard
* Experience working across housing services, including Allocations & Lettings
* Understanding of Local Government, including advising Members
* Proven experience working with diverse communities and influencing behaviour
* Experience managing project budgets and ensuring value for money

Skills & Knowledge

* Strong leadership and team management capability
* Ability to analyse complex data and present information clearly
* Excellent communication skills, with experience explaining complex information to a range of audiences
* Strong stakeholder management and relationship‑building skills
* Ability to manage projects, including risk and performance reporting
* Ability to prioritise competing demands and work across multiple services
* Understanding of compensation and financial packages for residents
* Knowledge of housing, allocations, lettings and regeneration
