Department: Assets Reports To: Head of Compliance & Legal Directly Responsible For: No direct reports Hours: 37 Overall team / department purpose - The Compliance & Legal team are responsible for meeting all our business’s statutory and property related compliance and Asset related legal obligations. - This includes the provision of contract management, quality assurance, relevant legal services and guidance to all Group functions on meeting specific obligations; it also includes reporting on and continually improving ongoing property compliance. Key role priorities - This role is responsible for ensuring compliance with our business’s statutory duties as set out in the Building Safety Act and Fire Safety Act, and compliance obligations by managing all high-risk properties in accordance with the Safety Case Report and ensuring compliance with the requirements of the Building Assurance Certificate. - This involves ensuring compliance with all directions given and statutory notices issued by the Building Safety Regulator, including mandatory occurrence reporting and acting as the first point of contact with customers for complaints handling, information provision and the role of customer engagement in building safety. - In addition, the role also involves cooperating with other occupiers and owners of properties to secure an integrated approach to managing building safety risks. - Any non-compliance is escalated appropriately. Key working relationships - This role does not have any direct reports but is required to work with colleagues across Property and Customer Insight and to interact with other functions across our business as appropriate. - External to our business, the holder is required to manage and liaise with regulatory authorities, external contractors, suppliers and consultants. - The role also involves regular direct interaction with customers in respect of all aspects of building safety. Main duties & responsibilities - Responsible for ensuring that all relevant aspects of Building Safety legislation and Building Regulations are adhered to in all circumstances relating to “in-scope” buildings within the portfolio. - Be responsible for ensuring our business complies with legislation relating to the safety of buildings, adhering to policies and evidencing legal compliance. - Be responsible for the ongoing monitoring and regular updates to our Building Safety Case Reports, ensuring timely completion of any milestone actions. - Operate a safety case regime, where risks and mitigations are proactively identified throughout the lifecycle of the property. - Act as our business’s expert on all new legislation relating to building safety and ensure that the correct systems and services are in place to meet our obligations. - Act as the duty holder in relation to our business’s statutory obligations in all assigned areas of responsibility and manage any external consultants engaged to provide competent person roles. - Ensure those employed in the maintenance and management of the building’s safety have sufficient skills, knowledge and experience. - Ensure sufficient structural surveys are undertaken and reviewed regularly and any recommendations are undertaken in a timely manner. - Ensure our Customer Engagement Strategy, which provides an internal escalation route for customer concerns is adhered to. - Liaise with customers and their contractors about proposed works within flats, to ensure they are carried out safely and the safety of the building is protected. - Ensure the implementation and co-ordination of fire safety, fire evacuation and security arrangements within buildings to ensure a safe and compliant working environment. - Keep up to date with developments in best practices, products and techniques; keep abreast of legislation changes and amendments to codes of practice and introduce measures to ensure and maintain compliance with legal obligations. - Work in conjunction with Property teams and Compliance teams to ensure work is delivered by contractors or sub-contractors effectively, completed in a timely manner and within budget. - Provide the Head of Compliance & Legal with all necessary building safety information and Building Safety Case requirements relating to performance and spending. - Take ownership and regularly review the Permit to Work (PTW) schemes for any third-party requiring access to properties to undertake works. - Work with the Facilities Team to negotiate and agree contract terms with sub-contractors and suppliers that relate to maintaining building safety; ensure all Service Level Agreements to accurately reflect current arrangements. - Work with the Head of Investment on ensuring our business’s Employer’s Requirements for new developments reflect any changes in legislation relating to Building Safety. - Review all Building Safety related complaints and ensure they are adequately investigated and resolved, that response time targets are met, and that learning from complaints is recorded and used to continually improve service delivery and the customer experience – including working collaboratively with other teams and directorates to achieve these aims where necessary. - Complete any other tasks as commensurate with the level and nature of the role as delegated by the role’s line manager. Key measures of success - Properties are safely managed and maintained. - Openness, trust and collaboration is promoted with customers in respect of building safety related matters. - Our business is kept up to date with all changes in legislation relating to building safety. - The completion of accurate building safety cases and reporting to Regulator is completed within set timescales.
