HMRC is delighted to have an opening to recruit an Interim Commercial Lead (G7), within the Commercial Directorate. The role reports to the Associate Commercial Director for Core Business Platforms and involves leading the Enterprise Tax Management platform System Integrator procurement and managing a team. You will oversee a procurement team of three professionals responsible for the commercial strategy, implementation, and ongoing procurement of over £100m of System Integration contracts supporting HMRC’s tax platforms. These procurements include highly complex, mission-critical services and transactional procurements.
You will be accountable for the overall category strategy, ensuring it delivers innovative, competitive, and compliant commercial outcomes aligned with HMRC objectives and maximising value for money.
Developing trusted relationships with key internal and external stakeholders, especially within HMRC’s CDIO Technology Division, will be key. As part of the Extended Senior Leadership Team, you will provide leadership to your Category Team and the wider Commercial Directorate, proactively developing talent within your area of responsibility and beyond.
Role responsibilities include:
1. Leading and providing direction for the category plan and future requirements, in conjunction with key stakeholders across all functions, overseeing the procurement process within the category scope.
2. Developing and maintaining strategic stakeholder relationships, offering focused commercial and category advice.
3. Procurement of a new System Integration contract(s) to support the Enterprise Tax Management Platform migration from on-premise SAP to Cloud SAP. Experience with SAP S/4 Hana procurements for system migration and software is desirable.
4. Identifying opportunities across micro and macro environments to drive improved value through innovative solutions.
5. Collaborating with the business to provide a seamless commercial service, including analysis for make or buy decisions, market engagement, and managing the competitive process for supplier selection and contract awards.
HMRC’s commercial team comprises 250 people across the lifecycle of commercial activities: Category Management and Sourcing, Contract Management, and Strategic Sourcing. This role is within the pre-award team for IT Applications, part of the Category Management and Sourcing section of the directorate. The IT Applications team (CIPS finalists in 2024) focuses on Customer Engagement Technology, Digital, Service and Testing Applications, and Core Business Applications and Innovation. This team of 24 is supported by internal and third-party support for key programs.
Person Specification
* MCIPS or equivalent professional experience.
* Experience in delivering end-to-end Category Strategies within complex environments.
* Deep knowledge of market, suppliers, commercial models, and value levers, ensuring compliance with HMG & HMRC policies and regulations.
* Strong leadership, stakeholder management, risk management, and planning skills.
* Experience in SAP procurement and System Integration procurement.
* Ability to work in complex stakeholder environments, acting as a trusted business partner.
* Proven ability to challenge senior decisions, work under pressure, and manage multiple projects to deadlines.
